Once Muria nodded in agreent, this fellow would rush back to the Devils who drafted the Legal Code and rcilessly wield the slaughter knife, executing deadlier purges.
“Master, I haven’t found any problems with the Legal Code yet, but there is a very fatal problem in another aspect. The essence of the Legal Code is nothing more than words written on a dium. What makes the Legal Code the Legal Code is that a group of people use it as the basis for enforcing its recorded contents. When there are no longer enforcers who use it as a basis, the Legal Code ceases to be a Legal Code.”

“So you believe the requirent for Judges is to be desireless and fearless of life threats. From what you’ve said, there is only one thing that cos to mind which ets the criteria,” Muria said with a smile, “Tower Spirits!”
“Exactly! Your Majesty, I think only the Tower Spirits, beings created as Spirit entities, are most suited to serve as Judges,” ls answered decisively.
“Do you know that even Tower Spirits, given enough ti, can have emotions just like normal creatures?”
“If that ti cos, just replace it! Judges absolutely cannot have any emotional desires!”
“Do you understand how many resources would be consud to achieve what you’re suggesting?”
