Continuous enhancent of Thor's Sea would destabilize Mike's foundation.
He needed ti to digest and stabilize, and only then seek further advancent. Otherwise, throwing all the materials in at once might waste money and ruin the effort!

To truly defeat Calderon, he needed at least the power to protect himself!
