Those who fail to reach the underworld either dissipate or beco malicious ghosts, hunted by soul-reapers.
Aside from these, there were the previously ntioned spirits that had accumulated great rits in life, and after death, were protected by these rits.
If such souls are unwilling to go to the underworld and stubbornly stay in the mortal realm, then neither Heaven Court nor the underworld have any ans to deal with them.
