Nami’s voice was sharp, clearly frightened by Jotaro’s words.

That was sothing no ordinary person could ever shake.
Just thinking of that scene again always brought her deep despair.
But when facing Jotaro, that despair inside her never appeared.

Robin thought for a long ti but couldn’t find the answer.

"So whether you stay or leave, that’s for you to decide."

The first eting of the rebel organization began without anyone realizing it.
The final result, no one left the ship. They all chose to follow Jotaro.
Robin then asked a sharp question. "Destroying the governnt isn’t as simple as just saying it. Do you have any concrete plans?"
Nami nodded in agreent.
"Even if there isn’t a detailed plan, we should at least decide our next destination soon. We can’t just keep drifting around the sea."

Although Jotaro hadn’t thought through every detail, because of his rebellion experience in the Tokyo Ghoul world, he still had a rough plan in mind.
The reason he had been so passive in Alabasta could be sumd up in two main points.
The first was lack of manpower.
The World Governnt’s military forces were vast. Even with his own great combat strength, he couldn’t possibly deal with so many enemies at once.
Also, being the enemy of the entire world and destroying the World Governnt couldn’t be done by him alone.
So next, he needed to recruit people and build his own ard forces to stand against the World Governnt.
The second was lack of intelligence-gathering thods.
The world of One Piece was much larger than Demon Slayer or Tokyo Ghoul, and its communication facilities were extrely backward. Getting intelligence was even more difficult.
And since this world was under the governnt’s heavy rule, information was closed off. Any unfavorable or critical intelligence was tightly controlled by the governnt. Using normal thods, it was impossible to obtain the information he needed.
Up to now, Jotaro’s only way of getting intel was through the newspapers brought by News Coo.
Anyone who knows the news business knows, it’s unreliable. Too much false reporting, too many shady outlets, and even manipulation by major powers in the shadows.
If an organization with big ambitions relied only on newspapers for intel, then that organization was already close to destruction.
So Jotaro wanted to build his own intelligence agency, spreading its mbers all across the world to gather information.
The intelligence agency’s priority was even higher than that of the ard forces, and of course that ant more manpower.
And to recruit manpower, money was needed.
How would the money co?
Jotaro had already thought of three paths.
The first, secure land, and develop agriculture on it.
For a stable regi, this was a must. They had to have a self-sufficient and relatively stable internal base.
The second, develop comrce externally.
The third, rob money.
The first two guaranteed the bottom line, the third raised the ceiling.
However, in this world, all three paths depended on one thing.
Ships.
As for the land problem, Jotaro already had so ideas in mind. Next was solving the transportation problem.
To get rich, first build roads.
That was the wisdom passed down to him.
"I need shipwrights who can build, to make a large number of ships."
Jotaro voiced his demand, this was also what they needed to do next.
His first investnt would be ships.
In this world, ships were the foundation of developnt.
Robin thought for a mont and said, "For shipbuilding, we have a recomnded place, Water 7."
