The only exception to this rule were Cultivators like William, who did as they pleased. If he wanted to take a Tribulation in the middle of Blue Moon City, who could stop him? In fact, he was still being punished by the Eternal Tribulation, he didn't have a choice!
William wouldn't do that, though, unless he hated the city.
Because of the Eternal Tribulation, William often found himself intentionally avoiding populated areas in case he causes an accident. Only when he needed to buy so things from within did he use the Illusion Territory or Stealth Talent to hide from the Tribulation.
Seeing all the other Cultivators attempt Ascension one at a ti, William felt pressed to speed up his own activities. With the mapping complete and thousands of Companion Beasts at or near the peak of the World, William could finally begin his System Quests.
Because of his Curses that were still affecting Ascended Cultivator Juhi, William's Soul Strength continued to grow day by day until it started to beco unbearable once again. Thankfully, the Seal Elent's suppression effect improved with the consumption of the Seal Fruits, allowing him to slightly seal his own Soul Cultivation.
Now, as long as he didn't absorb too much Soul Strength at once, William wasn't at risk of Ascending with his soul either! He quickly reached 350 thousand Soul Strength from Juhi's soul alone, yet the Cultivator didn't seem to be close to death even now.
I really found the jackpot with that guy. Not to ntion his Space Ring contains so interesting things that I might be able to use when I Ascend. William smiled as he thought about the miniature treasure trove he found inside Juhi's Space Ring.
To begin the first System Quest, William started with the Elental Veins of the Azures Continent, moving up from Lesser to Standard and eventually the Greater Veins. The Superior Veins were left for last, which William didn't plan to absorb until after completing the first Quest.
Unfortunately, the process took at least a few minutes just to absorb a single Lesser Vein, and William couldn't speed it up in any way.
Using the Ti Elent to speed up his actions or slow down the movent of ti in the outside World seed to have no effect while in range of the Veins, and the System didn't have any thods on its own end to help.
William couldn't affect the absorption process at all, so he decided to Cultivate while waiting for the System's confirmation. In this way, he could improve his strength in two ways at the sa ti!
Well, absorbing the Lesser Veins didn't seem to have any effect on his X-Rank Elents, but William didn't mind. Perhaps he could get a free upgrade for his S-Rank Ti or Illusion, or the A-Rank Order Affinity, though.
The mont William's System Quest started, he no longer had ti for anything else. He devoted his entire attention to both absorbing the Elental Veins and increasing his own Cultivation.
From the fourth stage of the Nascent Soul Realm, William pushed his Cultivation to the peak in less than two months. There didn't seem to be a hidden tenth stage of the Nascent Soul Realm, but William wasn't bothered. He continued to push his Cultivation upwards until he broke through to the Soul Formation Realm.

His lifespan increased by five tis, from the previous 3600 years to a whopping 18000, but the biggest change was to his Soul Strength and Mana Reserves. His Soul Strength increased by an additional fifteen thousand right off the bat, and his maximum Mana was now 14800, five thousand more than before.
Even if William opened all of his Territories at once, he could afford to fuel them for a few minutes before running out of Mana. If he was out of combat when casting them all, he would last even longer!
Of course, with the increase in Cultivation and additional Heavenly Tribulations ca Additional points towards his Attention statistic, which had just reached 50 points. Repeatedly absorbing the Veins that were supposed to seal the World also didn't help, essentially labeling him as an enemy of the Heavens.
The usual System ssages of "The Heavens are watching" or "The Heavens are interested" transford into "The Heavens are offended" and "The Heavens condemn the Host".
Regardless, William had already expected these types of interactions with the Heavens. He continued to absorb Vein after Vein, even raising his Treasure Hunter Title to the Celestial Rank in the process.

While William was happy to see the effects of his new Title, the next two System ssages sent chills down his spine.
-The Host has offended the Heavens greatly.
-The Heavens are preparing for war.
System! You never said sothing like this would happen! William complained inwardly as he noticed a group of dark Tribulation clouds gathering in the sky.
Different from the Ultimate Tribulation that reminded one of death and had strength exceeding what should be possible in the Lower Realms, this Tribulation was black like a night sky without stars and seed more like a portal than it did a cloud.
William's Eternal Tribulation was dispersed by the incomparably powerful Tribulation cloud, but there were no lightning bolts forming in the sky.
Instead, dark and sinister humanoid creatures with humanoid figures and dragon-like wings ford. In their hands were massive tridents twice the size of their own body, and their eyes were cold and soulless as if they had but one order: kill.

At the sa ti, an unfamiliar voice not like Golden Girl's drifted down from above, "Cultivator William. You have violated the Heavenly Decree, despite repeated punishnts. Your actions have dood both yourself, and the rest of the World.
We are always watching, no matter how much you may think you are hidden from our view. We have tolerated your actions up until now, but this is unforgivable! Regardless of your next move, your fate is sealed and your soul shall be sent to Hell. Prepare, for this will be your last!"
The voice receded, but the formation of the Dragonewts continued, their densely packed figures blotting out the sky as their numbers reached a hundred thousand easily. William inspected the Dragonewts from afar, shocked to find that each creature's Cultivation was at the peak of the Tribulation Transcendence Realm.
