The ANBU had 70 mbers, all of them the absolute elite, carefully selected from the very best.

The ranks of its mbers, from highest to lowest, were: Captain, Vice-Captain, Squad Leader, Team Leader, and Regular mber.

The Captain assisted the Hokage in managing all ANBU affairs, while the Vice-Captain assisted the Captain with various tasks.

There were a total of four squads, each led by one Squad Leader. Each squad, including its leader, had 17 people, divided into four teams.

Each team consisted of four ninja: one Team Leader and three mbers.

Previously, the ANBU Captain was an outstanding civilian ninja personally promoted by Hiruzen, while the Vice-Captain was Hiruzen's eldest son, Shinnosuke. The four Squad Leaders were originally appointed by Tobirama.

This arrangent maximized ANBU's loyalty while also preserving its strength.

However, what Hiruzen did not know was that, apart from his own son, every other mber of the ANBU had long since been brought under Shin's control.

It should be noted that Shin and Orochimaru had made significant progress in the study of brainwashing.

These people simply hid it in their daily work, cooperating with Hiruzen to keep Shin appeased.

Otherwise, after Hiruzen's faked death and later return, they would not have coldly stood by, nor would Shin have trusted them to continue protecting Tsunade.

But for now...

Other than the unqualified, in both age and strength, Shinnosuke being directly removed from his position, the only change in the ANBU leadership was that the forr Captain was now Vice-Captain.

Shin openly and without hesitation recomnded Sakumo to serve as ANBU Captain.

Tsunade naturally approved this appointnt without hesitation.

Thus, the current ANBU Captain beca Sakumo.

He was responsible for assisting Tsunade in selecting, training, assessing, and assigning missions to ANBU mbers.

Although honored by such an appointnt, Sakumo also felt enormous pressure, as it ant Tsunade's safety was now entirely in his hands.

If there were any mistakes, he would not be able to forgive himself.

However, after Shin assured him that he would provide support from behind the scenes, Sakumo breathed a heavy sigh of relief.

At the sa ti, Tsunade issued a new, more detailed selection, training, and assessnt process for ANBU ninjas, making it easier for Sakumo to quickly take over.

With a "new official burning three fires," reforms and personnel changes were needed not only in the ANBU but also in other departnts.

The ANBU had many capable people, so Shin chose to control them. As for other departnts, he had no interest in spending ti on them.

Without hesitation, Tsunade dismissed the previous head of the Intelligence Departnt and replaced him with Nakayama.

The Intelligence Departnt was responsible for gathering information, and had three divisions: Interrogation, Torture, and Codes.

While collecting intelligence outside the village, it was also responsible for monitoring and interrogating captured enemy ninjas.

The head of the Administrative Departnt was also replaced.

The Administrative Departnt was the Hokage's auxiliary body, assisting in managing Konoha's political affairs, including providing policy managent, drafting laws, serving as a bridge between the Hokage and the Land of Fire, relaying national information, and handling financial matters.

The arrangent of ninja missions was also handled by its Mission Division.

This was a highly prestigious and powerful departnt; its leader's authority was essentially equivalent to that of a pri minister.

Previously, the head of the Administrative Departnt was Danzō, who also served as an advisor to the Hokage.

However, because Hiruzen was unwilling to delegate power, Danzō could only exercise a small portion of the authority.

Most of the power was monopolized by Hiruzen himself.

Danzō often complained, saying that his position was nothing more than a figurehead.

Tsunade appointed Torifu as the new head of the Administrative Departnt, with Shikashin as his deputy.

Torifu was more of a symbolic choice; he was chosen because of his prestige and because Tsunade appreciated his long-standing support for her.

In reality, the one truly managing everything was Shikashin, who had already demonstrated exceptional ability and had no personal ambitions.

Tsunade also proposed reform plans for the Administrative Departnt.

The position of Logistics Departnt head had remained vacant ever since Homura's death. Now it was filled by Shigo, who had also achieved outstanding military rits on the frontlines and was the grandfather of the yet-to-be-born Shino.

As for the Police Force, it was once again returned to the hands of the Uchiha clan.

The Police Force was responsible for maintaining law and order within Konoha.

During the eting, Tsunade proposed a deep reform of the Police Force, introducing a brand-new Konoha Public Security Managent Ordinance along with penalties for violations. The ordinance would be made public imdiately after the eting, ensuring that the Police Force had laws to follow and that everyone's talents could be put to use.

The Hyūga clan had no objections to this, in fact, they were relieved.

Previously, during Konoha's internal chaos, when the Hyūga clan had temporarily taken over the Police Force, they offended many people. In so cases, their handling of matters had been less than satisfactory, stirring public resentnt.

Whenever such situations arose, the Hyūga main house would push branch house mbers forward as scapegoats, punishing them publicly.

However, this led to extre anger among the branch house, so even declared they would rather die under the Caged Bird Seal than let the main house get away with it.

This truly frightened Ryohei.

So when Tsunade proposed returning the Police Force to the Uchiha clan, Ryohei agreed without a second thought.

At the sa ti, the Police Force gained a new function, the formation of a Special Response Unit.

The Special Response Unit would be composed of elite mbers carefully selected from the Uchiha clan by the Police Force.

This unit's sole daily task was to conduct continuous covert patrols throughout Konoha.

If any special crisis arose anywhere within the village, the unit would have to drop everything, assemble imdiately, and rush to the scene to bring the situation under control.

The Uchiha clan's pride ant they could not stand others' scorn or suspicion, and they were eager to prove themselves.

Although the Special Response Unit carried heavy responsibilities, the Uchihas would not see it as a burden, instead, they would be delighted at being entrusted with such importance.

Naturally, this was also a way to win their loyalty.

The Education Departnt would continue to be headed by Shida, the father of Ibiki.

The Education Departnt was responsible for training the new generation of ninjas, managing the Ninja Academy, ensuring loyalty to the Hokage and the village, and improving the efficiency of talent cultivation.

While this departnt often kept a low profile, it was actually of critical importance.

Therefore, Tsunade proposed an education reform plan, increasing investnt in education while ensuring that new-generation ninjas received the best possible guidance.

The dical Departnt would be headed by Shin.

This appointnt was well-deserved, given his countless rescues on the battlefield and the exceptional reputation he had earned.

The dical Departnt was an important Konoha division, providing high-level dical services and ensuring that injured ninjas received tily treatnt during battle.

In the eting, he also proposed a reform plan for the dical Departnt, first, to expand the scope of dical-nin recruitnt, and second, to improve their benefits and training.

The detailed rules would be implented once he officially assud the role.

In addition, Shin was appointed as Hokage's Advisor, assisting the Hokage with daily affairs and overseeing all departnts.

He publicly stated that from ti to ti, he would use the Flying Thunder God Technique to make surprise visits to various departnts, hoping everyone would take their duties seriously.

The Barrier Departnt, responsible for using barrier techniques to protect Konoha from enemy infiltration, would be headed by Orochimaru.
