Zhang nglong naturally understood why those ten thousand civilizations wanted to visit Earth. It probably had sothing to do with a warning Otis issued or so events regarding Antila Civilization that got out.
Now that the Twin Whales Cosmic Empire has erged as such a strong civilization, they must be eager to recognize the big brother.

Currently, our Earth's Planetary Council is still in a phase of multi-party negotiations. When it cos to contacting and interacting with these civilizations, everyone holds different opinions, and there's no one to make the final call.

"I think if we're going to interact with extraterrestrial civilizations, we should do so from the standpoint of humanity as a whole, not so countries acting alone. This could lead to extrely unbalanced developnt and further exacerbate international conflicts."
"You have a grander perspective," Zhang nglong said. "Humanity's crisis was only just resolved not long ago, and these fools are already starting to grab for power and engage in this pointless struggle."
"Yes, indeed, but now only three out of twelve countries support us. anwhile, those Arican countries are starting to prepare to establish contact and arrange etings with the first visitors."
"Old Zhou, to be frank, I've actually bought Earth's sovereignty in the Universal Alliance."
