The notary office is a civilization-level organization. If a Level Two civilization is a district, then a Level Three civilization is a city, and the notary office has a status equivalent to a city governnt.
Such ships are free to enter Level Two civilizations without having to dock at ports before entering.
"Is everyone here?" A slightly bald Galactic native in black clothes stepped out of the ship. His Life Level was only Level Three, lower than those of the lords, but even they had to show him respect.
"Yes, but where's the lord buying our civilizations?"
"Who here is Mr. Ireel Izek?"
Ireel in the crowd froze for a mont, "I... It's . What do you need
for?"
The notary's deanor instantly beca incredibly humble, far more so than when dealing with the lords.
