After listening to an inspiring speech, the crowd dispersed with excitent in their hearts.

Li De, feeling sowhat helpless, returned to the central district with Harrison and Augustine in tow.

He hadn’t expected that these people would enjoy listening to him speak so much. Every ti, he had to feed them so motivational words to satisfy them.

These naive individuals, who hadn’t experienced the explosion of knowledge from another world, didn’t realize that the words which made their blood boil, filled them with warmth, and gave them hope were known as "chicken soup for the soul" in another world—a concept many deeply despised.

However, the benefits were obvious. After several speeches, the goodwill these commoners felt toward Li De had reached a considerable level.

His kindness, his strength, his dominance—all of it inspired deep reverence in these people, a mix of respect and fear.

But this wasn’t necessarily a bad thing. It helped them integrate into Dawn City more quickly.

Now that the land had been distributed, Li De could confidently say that these people were firmly rooted here.

As long as they didn’t bring in too many new people at once, these individuals would beco the sparks that would help the vampires assimilate incoming humans.

Everyone would beco a propaganda officer, actively spreading the great achievents of the vampires and praising his greatness.

By then, he wouldn’t need to work as hard as he did today.

City Hall.

After appointing Harrison and Augustine as the first Speaker and Vice Speaker, Li De didn’t have ti to manage them further.

The clever Harrison had transford an unoccupied estate in the central district into the office for the City Hall.

When the logistics team and security squad changed shifts, they would co to the City Hall to receive new orders.

Thus, the City Hall beca the busiest place in Dawn City.

Today was even busier. A dense crowd packed the City Hall, all there to register and claim their land.

Li De naturally didn’t need to worry about such trivial matters. Amidst the respectful gazes of the crowd, he ascended to the third floor.

An office entirely for him.

Even though it was his first visit, the most luxurious and finest office in the City Hall had been reserved for him.

The other vampires withdrew, leaving only Li De, Harrison, and Augustine in the room.

Once seated, Li De asked,

“How’s that blaspher doing?”

He hadn’t forgotten Emi, the one with the title of Blaspher; he’d just been busy handling human affairs and had pushed this blaspher to the back of his mind.

Now that he had ti, it was natural to deal with this matter.

“Clan Leader, your captive has stabilized after drinking the Mana-Infused Blood but remains in a deep coma and won’t wake up anyti soon.”

Harrison’s eyes were filled with admiration. Upon hearing that this captured blaspher was a Level 14 high-level professional, his admiration for Li De almost overflowed.

As for Emi, he was under strict guard.

Never underestimate a spellcaster, even if they’re injured.

Li De’s eyes flickered with contemplation.

“What if we make this Shadow Priest your bloodline descendant?”

Upon hearing this, Harrison pondered for a mont before shaking his head.

“Clan Leader, I’m not suitable. Your bloodline is the strongest among the vampires. If I turned him into a vampire, this blaspher’s strength might drop to Level 9.”

Li De nodded. The difference between Levels 14 and 9 was vast; they weren’t even on the sa plane of existence.

For so reason, all second-generation bloodline descendants were stuck at Level 9. The hurdle at Level 10 severely limited them.

As a result, Li De was currently the only high-level combatant among the vampires.

This undoubtedly didn’t fit the vampires’ status as an upper-tier race.

But he couldn’t figure out the reason for this phenonon right away, so he buried it in his mind.

Now he held Emi, a Level 14 advanced professional. If he could retain his level after becoming a vampire, it would undoubtedly be a significant boost to the vampires’ high-end power.

There was a reason why vampires were considered an upper-tier race. Captured enemies might beco new vampires, and the stronger the enemy, the greater the reward for defeating them.

Dawn City now needed a high-level fighter capable of protecting the vampires when he wasn’t around.

Emi, the boss with the title of Blaspher, undoubtedly entered Li De’s selection range.

But what troubled him was whether performing the Embrace on an old man would be too extre?!

When Li De voiced this concern, although Harrison didn’t understand why Li De was asking such basic vampire knowledge, he still explained.

“Clan Leader, the Embrace doesn’t have to be on the neck. You just need to inject the vampire’s bloodline into the other person’s body.

You can perform the Embrace on the wrist of that blaspher.”

Though puzzled, Harrison harbored no doubts. This was his king, the ruler of the vampires, and unwavering loyalty was no joke.

Upon hearing this explanation, Li De instantly relaxed. Biting an old man’s neck was indeed unpalatable, but swapping it for a young maid like Vina would be different. However, biting the hand posed no psychological burden.

“Augustine, bring the blaspher.”

“Yes, Clan Leader.”

The usually silent Augustine, fond of wearing a black trench coat and carrying a long bow, turned and left the room.

In less than half a Sun-hour, the unconscious Emi was carried into the room.

The blaspher, now unconscious, lacked the previous strong defiance against Li De. His gray hair and small fra revealed the aging brought by the passage of ti. The loose linen robe made him appear even smaller.

No one would have thought that this frail, unconscious elder was a boss-level figure with the title of Blaspher.

Emi Beal

Title: Blaspher ( 30% damage to priests)

Age: 67

Level: 14 (Severely comatose, current level at 12)

Class: Shadow Priest

Introduction: A betrayer of the Knight God, a blaspher walking in shadows, and the Vice President of the Dark Pact.

Every ti Li De looked at Emi’s attribute panel, he could feel a powerful aura washing over him.

Although he couldn’t see specific skills or innate talents, the information in the evaluation alone hinted at what this elder had experienced.

Li De no longer hesitated. Under the watchful eyes of the two, he approached Emi, took the elder’s hand, bared his fangs, and injected the bloodline of the Vampire Progenitor.

It seed to be a vampire’s instinct. Once Li De decided to develop the other party into a bloodline descendant, his bloodline naturally flowed with a force that rged into the blood.

The specially empowered blood flowed through his fangs into Emi’s body.

The powerful bloodline of the vampires began to mutate upon entering the human body.

Reproduction, consumption, assimilation, recombination—on a microscopic level, the vampire genes directly destroyed the human genes and then rearranged and combined them to form new genes.

So tenacious fragnts of the human genes remained undestroyed and beca part of the new genes.

After Li De felt all the power in his bloodline had been injected into Emi’s body, an indescribable sense of emptiness washed over him.

Standing up, his head spun slightly, and his legs felt weak, much like the state after engaging in unspeakable activities.

Just as he was feeling dizzy, the system’s prompt made him open his eyes wide.

“Ding~ Bloodline descendant evolving. Detected that the power of the Bloodline Shackles is hindering the evolution of the bloodline descendant.

You have the following choices:

Retain the original power of the Bloodline Shackles, reducing the evolving bloodline descendant's level from 14 to 9.

Break through the power of the Bloodline Shackles, retaining the bloodline descendant's original level.

Note: Once you choose to break through the power of the Bloodline Shackles, all vampires will automatically break through their Bloodline Shackles, and the process is irreversible.”
