In short, percentage and fixed-value enhancent items each have their advantages; the forr utterly outperforms fixed values once an individual’s strength is sufficiently great, and the latter can have a heaven-defying effect if the individual is weak enough...
Of course, in reality, this so-called absoluteness has a limit. There’s a certain level below which this absoluteness applies, and exceeding that level, the effect might diminish or even disappear.
Below the level of True Gods, aning demigods and divinity creatures, can all enjoy this absoluteness.
"Impressive, why not make it?"
"Uh..." Lillian’s face turned a little red as she stuttered, "It’s just a concept. I haven’t actually made anything yet. Maybe... I can’t make it."
"No worries, you can give it a try. I have plenty of such material."
