V5 Navigation Bureau or International Permit Agencies.

Its full na is the ’International Travel Permit Agency’.

Also known as the Foreign Navigation Licensing Bureau or the International Environntal Licensing Bureau, it is commonly referred to as the Navigation Bureau.

This is an organization directly under V5, specifically responsible for matters related to navigation to the Dark Continent.

They manage and investigate global immigration and emigration intelligence, inputting it into databases.

Their work isn’t limited to the Dark Continent—they also oversee global security.

Taking into account the political and social conditions of nations, the migration and distribution of flora and fauna, and climate changes, they calculate navigation risks and natural protection levels, ultimately publishing safety indices.

Within the Navigation Bureau, there is a "Special Operations Division" dedicated to managing "Special Navigation Affairs" for each continent.

Staff are required to conduct multiple investigations, training and strict reviews of those wishing to travel to the New World according to regulations.

Employees must accompany navigators and do their utmost to protect them.

But in reality, it was to prevent anyone from going to the New World—no matter what, they had to do everything possible to stop people from heading to the Dark Continent.

Ging had always wanted to go to the Dark Continent but had never been able to.

There are several hurdles to overco, and in fact, the Bureau never intended to allow others to venture into the Dark Continent.

So even now, Ging hasn’t cleared the first hurdle.

If it weren’t for Beyond and the Kakin Empire’s plans later on, Ging wouldn’t have known when he’d finally get the chance to go to the Dark Continent.

The Bureau makes it so difficult for those who want to go to the Dark Continent for roughly two reasons.

First, to protect their own interests.

The Dark Continent holds countless "hopes" a massive treasure trove that the great nations are unwilling to let others claim it.

Second, to maintain the stability of the Six Continents.

While the Dark Continent indeed holds many "hopes" its "calamities" are even more nurous.

V5 has dispatched expeditions 149 tis, with only five resulting in survivors returning.

Yet, each of those five tis brought back a "calamity," which beca the origins of the Five Great threats of the Six Continents.

This has made V5 increasingly wary of the Dark Continent, though they can still manage the situation for now.

But as more and more people journey to the Dark Continent, they will inevitably bring back even more "calamities."

By then, even this small island in Mobius Lake won’t be spared—it will beco part of the Dark Continent.

Humanity will have nowhere left to survive.

This is also one of the reasons V5 strictly controls the number of people allowed to go.

As the institution overseeing this, the V5 Navigation Bureau has always been an extrely secretive place.

Only a handful of its staff or high-ranking officials from a few major nations know its location.

So say it has no fixed base, relocating periodically.

Others claim it’s built deep underground, so far below that no one has discovered it yet.

Nations place great emphasis on keeping the Navigation Bureau’s secrecy, with even the Hunter-exclusive websites containing little information about it.

As a result, so even believe the bureau doesn’t exist at all.

Only a select few know the Navigation Bureau is real.

And precisely because of V5’s tight control over information, even Porygon-Z struggles to pinpoint its exact location.

So Akira had no choice but to turn to Beyond for help.

As soone once dispatched by V5, Beyond likely had so knowledge of the Navigation Bureau and might know its whereabouts.

Akira had two reasons for wanting to go there.

First, the Navigation Bureau is a unique place—if it could nurture a Pokemon, it might be an unexpectedly powerful one.

Second, the bureau holds vast amounts of data on the Dark Continent, which would aid his upcoming journey.

He had asked Netero, only to learn that even he had never been to the Navigation Bureau.

Even Netero, as the Chairman of the Hunter Association, never had the chance to visit—or perhaps they specifically wanted to keep the association out.

After all, the only organization capable of competing with V5 for access to the Dark Continent is the Hunter Association.

As the new chairman, Akira was even less likely to be allowed in.

For all he knew, the higher-ups were already holding etings to discuss how to suppress his influence.

Fortunately, after asking Beyond, he confird that he did know the Navigation Bureau’s location and shared everything he knew.

"The V5 Bureau’s secrecy asures are quite impressive. I’ve only been through one of their access channels."

"The actual location of the Navigation Bureau is within a unique spatial dinsion, sowhat similar to a Secret Realm or Demon Realm, but with distinct differences."

"It’s said this space has five entry points, each located within one of the V5 nations’ territories. You can enter through any of them."

"This seems too coincidental—exactly five entry points, each within their respective countries."

"So I suspect this space was artificially created to so extent."

"All five entry points are in extrely concealed locations. I only know about the one I’ve visited—it’s quite unique, not sowhere ordinary people would ever consider."

Akira carefully noted Beyond’s words and arrived at the ntioned location.

Squinting his eyes, he focused on the office building adjacent to the Hunter Association headquarters.

But embedding an entrance within a busy office building eliminated this issue.

In an instant, he vanished from the empty rooftop, leaving only swirling winds behind.

But to Porygon-Z, these sophisticated devices were little more than scrap tal.

Suddenly, a spatial rift appeared, its bright light illuminating the entire dim room.

Akira stepped out slowly from within, standing in this narrow space.

"Quite a lot of equipnt here."

With just a casual glance, Akira spotted over ten surveillance caras, sensory devices and other equipnt.

Yet all these devices were rendered ineffective before Akira.

Though still functioning normally, they showed no reaction whatsoever.

Even the surveillance footage transmitted outside remained as dark as ever—no spatial rift, no sign of Akira’s appearance.

This was all thanks to Porygon-Z.

Ignoring the equipnt, Akira turned his gaze to the adjacent wall.

According to Beyond, this wall could be passed through directly—it was the so-called entrance.

Of course, simply walking in wouldn’t do.

Beyond had also ntioned that behind every entrance, there would be dedicated guards stationed.

Any unfamiliar intruders would be imdiately confronted, even if they were acquaintances or staff mbers.

Without prior notification before entering, one would still be apprehended.

But this posed no challenge for Akira.

Not only was he unafraid of confrontation—if it ca to a fight, victory would undoubtedly be his.

Even if the V5 united against him, he wouldn’t bat an eye.

He could easily force his way into the Bureau or threaten the V5 with sheer power.

Better to keep things simple.

Then, like a receding tide, the dark aura swiftly withdrew, leaving behind an Akira devoid of any trace of presence.

This was an ability Akira often used in public to suppress his presence and reduce his visibility.

Otherwise, given his fa, stepping onto the streets would render him immobile, surrounded by crowds in an instant.

The core of this technique was the fusion of aura with the innate abilities of Ghost-type Pokemon.

Previously, Gengar had been the one to execute this Illusion technique, effectively diminishing Akira’s presence.

This ti, however, Akira had Marshadow perform the technique—with far more terrifying results.

Though physically present, not a wisp of his aura remained.

Even if soone looked directly at him, they wouldn’t see him.

Even if he touched sothing.

To others, the object would appear untouched.

With Marshadow’s assistance, even if guards were stationed behind the entrance, Akira could stride in boldly.

Akira reached out and touched the wall.

With a slight push forward, his hand pierced the invisible barrier, passing through to the other side.

Seeing this, Akira stepped forward without hesitation, his entire body passing through seamlessly.

At one of the entrances to the Bureau, two soldiers stood guard on either side of the doorway, flanked by an array of detection equipnt.

The aura emanating from these two soldiers was formidable—both possessed strength within the A-class range.

The entire shipload of soldiers V5 had previously dispatched to "resist" Jed paled in comparison to these two.

These soldiers represented the true foundation of V5’s power!

Each of the five entrances was guarded around the clock by two high-ranking soldiers.

V5’s strength had never been lacking.

Of the 7,500 people sent to the Dark Continent, aside from so logistical personnel, the rest were all elite fighters.

Yet they had still t their demise there, with only a handful managing to escape—most of whom later died as well.

Among these forces, only three individuals, including Beyond, remained completely unaffected by the Dark Continent.

In other words, a vast number of A-class experts and even so S-class ones, had perished exploring the Dark Continent.

Yet Akira couldn’t care less about these forces that would cause a sensation in the world.

After swaggering past the two resolute-eyed soldiers, Akira pondered where the information room might be.

Upon entering, aside from the soldiers and equipnt, all he saw was a vast white environnt.

The interior resembled a laboratory or the futuristic settings often seen in movies.

The walls, ceiling, and floor were made of so unknown material, faintly gleaming with a peculiar tallic sheen.

Akira thought this tal sowhat resembled the orb on the head of the Brion, though there were differences.

But it was likely also a material obtained from the Dark Continent.

From the entrance, a quick glance revealed multiple branching paths, making Akira realize this place might be even larger than he’d imagined.

According to information from Porygon-Z, there appeared to be multiple levels here.

His primary goal was to find the information room containing Dark Continent intelligence—a task naturally assigned to Porygon-Z.

While Porygon-Z searched for the information room, Akira suddenly noticed the new Incubation Bar in his mind.

The appearance didn’t surprise him at all.

It was perfectly normal for a Pokemon to incubate in such a place.

He was more curious about what kind of Pokemon would erge.

If he had to compare, owth’s birth environnt among his current Pokemon seed most similar to this one.

But not necessarily—the factors creating this space differed significantly from the Hunter Association’s secret room.

Akira had thought the Association’s secret room was the most impressive space he’d encountered, but the Bureau surpassed it.

For a mont, Akira couldn’t guess what Pokemon might appear.

But one thing he could roughly determine:
