The na "Rikudou Sennin" can be understood in three distinct eras.
The first era, when Otsutsuki Hagoromo still existed, he and his brother Otsutsuki Hamura sealed their mother, eliminating a terrifying existence that was a threat to the entire ninja world.
At that ti, both Hagoromo and Hamura, as descendants of the Otsutsuki clan, were discriminated against.
Otsutsuki Hamura chose to go to the moon to guard their mother, staying away from the ninja world, while Otsutsuki Hagoromo stayed in the ninja world. He wandered like an ascetic monk, atoning for his mother’s sins without using chakra.
The second era was when Otsutsuki Hagoromo shared his chakra with others in the ninja world and left behind the legacy of the Ninja Sect. During this ti, Otsutsuki Hagoromo helped many people, and so of them understood his ideas and joined him to establish the Ninja Sect.
But after that, Hagoromo’s two sons, Ashura and Indra, parted ways because of Indra’s jealousy. From then on, Otsutsuki Hagoromo believed that Indra’s jealousy was his fault, so he dispersed the chakra within him, splitting the chakra of the Ten-Tails into nine Tailed Beasts to stay in the ninja world and protect the entire world.
The third era started after Hagoromo’s death, when people who understood each other in the ninja world beca fewer and fewer. The concept of the Ninja Sect was replaced by the idea of ninjas, and the teachings left by the Ninja Sect gradually disappeared over generations, along with the na of Otsutsuki Hagoromo.
After that, all inheritances bearing the na of Otsutsuki Hagoromo disappeared in the ninja world, and the only thing that could trace back to the origin of chakra was a single na: Rikudou Sennin.
By the ti of Naruto’s era, the chakra that ninjas used was inherited from Rikudou Sennin, not from Otsutsuki Hagoromo. Fewer and fewer people in the ninja world knew about Rikudou Sennin’s existence.
Aside from people like Sakura, who was a top student, and Shikamaru, who was smart, most people only knew one na, and that na brought chakra. Beyond that, they knew nothing.
Jiraiya, of course, was not one of them.
After traveling the ninja world for so many years, he knew more about the various legends of Rikudou Sennin than most people. So when he learned that Kurama planned to send Naruto and Sasuke back to the Otsutsuki era through the dragon vein explosion, he imdiately gave Naruto and Sasuke a lesson on Rikudou Sennin.

So when Naruto finally realized that the imposing old man in front of him was Rikudou Sennin, he was stunned. Even though he had prepared himself, seeing it in person was completely different from just being ready for it.

Kurama watched Naruto’s silly reaction with so amusent and directly spoke to Hagoromo: "Hey, old man, you scared Naruto."

"You knew and still didn’t change how you said it," Kurama rolled his eyes.
Though it couldn’t be expressed in words, the way Rikudou Sennin spoke felt like... classical Chinese from a big country on Earth.
Hagoromo looked at Kurama’s expression and smiled gently. "It seems that even though you’ve faced many hardships, you’ve found soone who can make you open up."
"Glad that person isn’t ." Hagoromo smiled and shook his head.
Kurama froze for a mont, then an expression of annoyance flashed across his face. "Tch, who cares about you?"
I rember how badly you cried back then.
Hagoromo silently looked at Kurama without speaking, but his gaze already said everything.
"I warn you, that’s enough! Don’t say anything weird to Naruto, or no matter what happens in the future, I won’t let you off. I’ll still give you a good beating," Kurama’s eyes were full of threat.
"Hmph." Hagoromo smiled and nodded, indicating that he understood.
In fact... when he first entered this place, he had sensed his chakra. After receiving it, he realized that things might be a bit different from what he had expected, but it didn’t matter, the difference was not significant.
After all, Kurama was still Kurama, just a bit off in the head. But isn’t the current Kurama cute?
Cute is fine, after all, nothing else really matters.
Yeah, the legendary Rikudou Sennin is actually just a slacker.

As Hagoromo looked into the distance, a surge of chakra appeared, and a figure slowly rose from the water. In the next mont, the chakra condensed, forming Sasuke, who appeared next to Naruto.
Naruto grinned foolishly at Sasuke: "Heh, Sasuke, heh, you’re here too."
Sasuke, who had just arrived: "..."
Let’s just say, it was a shocking start.
"What’s wrong with this idiot now?" Sasuke glared at Kurama with his Three-Tomoe Sharingan, his tone full of annoyance. The last ti Naruto acted this dumb was when Hinata confessed to him.
He had already t Kurama before. As long as Kurama allowed it and you had the ability, you could enter this space. Powerful individuals could force their way in even if Kurama didn’t agree, like Hagoromo.
Yeah, you heard that right. You don’t need Naruto’s permission. If you can beat Naruto and get Kurama’s approval, you can enter the seal space.
"He’s just too excited to see the old man Rikudou," Kurama replied without even looking up, nodding toward Hagoromo. "Over there."
Visibly, Sasuke’s body stiffened. He turned chanically toward Hagoromo, his Three-Tomoe spinning rapidly from excitent, almost as if they were about to rge. But not quite.
Hagoromo watched Sasuke’s eyes with interest, his gaze filled with sothing between pride and nostalgia: "The sa eyes as Indra. Just a bit lacking in power. With the right strength, he could probably grow to my level."
Kurama rolled his eyes again.
Sure, Sasuke’s eyes are straight like Indra’s, but his ocular power is nothing compared to Indra’s. After all, Indra could summon a full-body Susano’o with just Three-Tomoe, while Sasuke doesn’t even know what Mangekyou is yet.
Oh, wait, he knows now. Never mind.
By the way, even though Otsutsuki Hagoromo’s eyes are just regular Rinnegan, they were inherited from Otsutsuki Kaguya. So, like Indra, his Rinnegan can unleash power far beyond what it looks like now.
And he has both eyes.
