1413: Chapter 1409: Unfolding 1413: Chapter 1409: Unfolding “Is it raining?”

The ceaseless patter of raindrops outside was followed by a downpour.

Hearing the rain, Lu Ping’an walked to the window and closed it…

on his office desk lay too many docunts and papers that couldn’t afford any mishap.

“Boom!”

But one of the characteristics of this world, besides the particularly intense rainfall, is that they often bring imdiate thunderstorms and gales.

“Uh, ball lightning weather, really feels like a disaster OL ga…”

Disastrous weather, rare on Earth, was just the norm here, a few sphere-shaped lightnings wreaking havoc across the city.

“Boom!”

But quickly, after a few flashes, the ball lightnings vanished without a trace.

Had the high-level elental professionals collected the “materials”?

Had so local extraordinary beings not wanted their industries damaged?

At least in this world, easily mass-produced ball lightnings had far less power compared to their Earthly counterparts, but indeed, they were valuable extraordinary materials.

“Clang!”

Lu Ping’an closed the window and drew the curtains.

This world didn’t have a rainy season, to be precise, due to the vast expanse of sea and excessive sunlight, this place spent a large amount of ti in rain season every month.

This is why the local residents are mostly from the Long Hand Clan and Fishn…

Pure terrestrial lives would find it very uncomfortable here, of course, that is if they were still mortals.

“If I’d known there were opportunities to directly beco a professional, I would have fought tooth and nail for it!”

Rumors and gossip, always the fastest, especially when it touches upon one’s own interests.

From what Lu Ping’an himself had seen, out of those “state enterprise employees” who just arrived recently, tailors, chefs, managers and such, at least a third had beco professionals…

Their spirits and enthusiasm for work rose instantly, especially since they all vaguely knew who was behind the control of the amazing Secret Realm.

“How’s the situation with extraordinary cri?”

“Not bad…

In a world where everyone could carry guns, a few more noob Spear n doesn’t make much difference.”

On the desk beside Lu Ping’an, Xia Qin was frowning at legal docunts…

Local judiciary and law-enforcent had been dumped on her by Lu Ping’an, but the premise was always “Legislation,” and this task had been stalled for quite so ti.

She had her subordinates bring out several drafts of the criminal code (she hadn’t been given civil law, she couldn’t handle it), but was never satisfied.

“Oh, I’ll go out for an inspection…”

Saying that, Lu Ping’an picked up his raincoat, ready to go out for a stroll…

In such heavy rain, he’d feel much more relaxed, and the weather that obscured visibility was perfect for him to wander around.

“…Co back, we agreed, no one goes until we finish reviewing these docunts today.”

The short sword thrown out pinned itself into the door, blocking Lu Ping’an’s escape.

He sighed, resignedly sitting back at the desk piled with docunts…

It wasn’t really that his job pressure was too great, his secretarial team and the internal affairs departnt had dealt with most of the work, but the “Governor’s” authority was too critical, just a few days of neglect and the desk would be piled again.

“Looks like I need a deputy governor…”

Lu Ping’an sighed, then received a glare from Xia Qin…

She truly knew that the casual complaints from this man often quickly beca reality.

“Try to hang on for at least half a year, there’s too much new stuff to deal with, I really don’t trust other people.”

Xia Qin worked specifically in this office to prevent this man from running off to do other things…

Whether it was courtyard construction, his own Cultivation, Magic Plants research, or even the Redemption’s business route, none could be said to be unimportant, but now as the Controller of “New Ancient Town,” his primary duty was to confirm various applications and stamp approvals.

So things, only his authority could confirm…

And to the surprise of all Inford-persons, this guy, who seemingly never seriously finished high school, had a knack for politics, economics, and even fashion.

In handling affairs, he tended to be conservative, most of the ti his directives were to “wait and see” or “continue the old ways,” but when necessary, he was more decisive and direct than most.

Now, the hugely invested “No.1 Water Horse Car route” project, was sothing he forcefully pushed through, an achievent like building a miracle in a Primitive society…

Most people thought it was nonsense, but now it seed serious and even possible to succeed.

He had too many resources and Power in his hands, most importantly, his secretarial team noticed that the boss was very rational and adept at using his own Power…

Naturally, they brought even more work his way, annoying Lu to no end.

“These days, having too competent a superior just doesn’t work…” Lu Ping’an sighed, fearing that if he didn’t give the go-ahead, the people below wouldn’t dare to act…

A superior who’s hard to deceive and possibly even more capable than you is sotis really not a good thing for those underneath.

The team under Lu was still in the process of shing, but he had too many things on his plate, many of which were not suitable to discuss with others (espionage, seizing mines, the private trade of craftsman populations, capturing World Fragnts).

“….I’d like to request so leave.”

“Fine, submit your application to your nominal superior, the Eastern Country Wanjing State Alliance Council.”

Blocked by Xia Qin, Lu Ping’an could only sigh and continue working overti reluctantly.

Lady Catherine?

She was quite useful, but when work involved more than thirty towns, diplomatic matters, military secrets, and so on, even a dozen Lady Catherines wouldn’t be enough…

It was really too wasteful to use a Rule-level Holy Fire Knight as a clerk.

“It seems I need an effective governnt agency…”

But as Xia Qin said, it was ti to set rules and assemble a team.

Truly delegating these tasks to soone else, they might actually ss things up.

So, with Xia Qin blocking the door and supervising…

or rather, working in tandem, he had no choice but to honestly handle all the paperwork.

Just when he was about to finish and head out for dinner, another batch arrived.

“Boss Lu, here is the new batch….”

The clerical team had brought him another carriage full.

If he hadn’t seen that much of the content indeed required his decisive hand, he might have suspected his subordinates were buttering him up.

This ti, it wasn’t until midnight that everything was finally settled.

“…..I’ve finished writing, take a look.”

anwhile, Xia Qin, comparing it with the Eastern Country’s criminal Law Book, had also finished drafting the local new criminal law proposal and sent it over.

“Nonsense, go rewrite it.”

But Lu Ping’an, harboring a grudge, just glanced at the summary and rejected it imdiately…

Xia Qin glared at him for a long ti, barely refraining from giving Lu Ping’an’s Governor’s Mansion a makeover.

“…..Which part is problematic?”

“Every part is problematic, your moral standards are too high.”

Alright, it was Xia Qin herself who was being denied.

But having looked over her own work, she eventually sighed….

She knew that was the reason.

She thought of people too kindly.

If they were to enforce Eastern Country’s law here, it wouldn’t deter the local criminals a bit, while so aspects were clearly over the top.

For example, human trafficking is the norm here…

It’s difficult to say whether these snakeheads moving valuable craftsn, won, and laborers are doing good or bad.

Disaster-stricken refugees at the frontlines and surrounding areas, many of whom were “sold and moved”…

They lack the ans and the strength (guard forces) to leave.

If you really crack down on human trafficking and send these bastards to death, you’re basically cutting off many refugees’ only path to escape.

Take the cri of child abuse; by Earth standards, more than 90% of parents in this world are highly unqualified.

Letting children fend for themselves is almost standard.

If they die it’s normal, if they survive it’s considered tough luck.

You can’t just arrest these parents who can’t take responsibility; the jails would explode on the very first day.

Or take the underage protection law…

It’s controversial on Earth, but indeed one of the basic principles of law.

Try implenting it on this planet and see, 99% of criminals, by age, would be underage.

“…I don’t care anymore!” Xia Qin outright tossed away the draft.

She really couldn’t take it.

“…I’ll do it.”

Lu Ping’an sighed, it looked like he was going to have to work overti again.

“You understand the law?”

“A bit.

Probably a little more than you do…” Lu Ping’an casually demonstrated, creating yet another Fingertip Universe.

“Why didn’t you say so earlier!!

You…

You just wanted to watch struggle, didn’t you!

You just want to work overti with you!”

“Heh.”

And so, Xia, tornted for a week, snapped for the first ti and lashed out.

Consequently, the Governor’s Mansion joyfully underwent its third reconstruction of the week.
