The governnt official shouted a few tis at the top of his lungs, and soon, a crowd gathered in front of the notice wall.

Most were local city residents, craning their necks to watch the commotion.

But mixed in the crowd were also so "Floating People" like Wang ng and the others, dressed in rags with numb expressions.

Han Feng’s gaze swept across the crowd, and he saw a few familiar faces—all students from East Sea Martial Arts University.

But right now, their faces showed only the fear of starvation and confusion about the future.

A young student, who looked to be no older than eighteen or nineteen, hesitantly stepped out of the crowd after being nudged by the person next to him.

His lips were cracked and dry, as if he had been starving for a long ti.

Urged on by an impatient governnt official, he walked unsteadily toward a makeshift desk set up in front of the Governnt Office.

A Scribe asked coldly, without looking up.

The Scribe impatiently made a mark in the register before him and then took out a black wooden tablet.

He carved a few words on it and tossed it over.

Han Feng’s gaze remained locked on the student.
