That night, on a massive boulder at the center of the island, Seii slowly opened his eyes.

That's about five and a half years.
While still a long ti, it was within his acceptable range.
Plus, this pace wasn't set in stone.

That would give him an extra 25 points of evolution progress, a 50% efficiency boost, aning he could evolve his Rinnegan in just under four years.
That was a lot faster.
Unfortunately, he didn't have that much chakra to spare right now, and even if he did, ti was an issue.
The one million chakra points already required him to dedicate half his day to the process. Increasing the input would demand even more ti.
That would significantly slow down his physical transformation progress.
No question, that trade-off wasn't worth it.
So, for now, Seii decided not to increase his chakra investnt.
