The maximum value for both prosperity and livability is 100 points.
Above 60 points, the population grows normally; above 90 points, the population grows explosively;
Below 60 points, the population slowly decreases; below 10 points, you can basically consider giving up the territory.
If prosperity and livability are disproportionate, the lower one will prevail.
Generally, if the lord builds the territory with care, constructing a variety of houses to et the growing material and cultural needs of the locals, the prosperity and livability of the territory will remain relatively high.
