Normally, a zombie can only act under the command—or edict—of the one who awakened them.
But strictly speaking, Qiqi had never truly been "awakened" by anyone...
Which made her one of the rarest beings in all of Teyvat: a zombie who issues commands to herself.
Generally speaking, if it’s sothing simple like "defeat the enemy in front of you" or "run forward slowly," then there’s no problem at all—she can carry out the command easily.

Although both Zhongli and Neuvillette are dragons, Neuvillette only uses Hydro elental power to attack enemies, whereas Zhongli can deliver massive physical damage—the very thing the Eerie fear most!
Su Yuan thought to himself, fortunately, the Eerie "Qiqi" didn’t seem to use the simplest yet most effective trick of Eerie power: suppressing opponents’ movents...
Otherwise, Zhongli would have no choice but to stand still, becoming a punching bag, a living target who could only take hits and not fight back...
