Yan Xuelin pondered this suggestion and nodded in approval, "Zhigang makes a good point."

Yan Xuelin coughed so hard he nearly choked. He was starting to understand why Li Ming was not very popular in the institute.

He was referring to researchers and associate researchers who lacked developnt ability.
While the Biodical Research Institute, being a state-funded research institute, had quite a number of researchers, only a few were key mbers. Others have not been producing valuable results, only ever publishing insignificant findings every blue moon, and completing their research tasks rather slowly.
These people could be called ’research loafers’.
Since they are part of the system, not hired by the institute, it was difficult to dismiss these ’research loafers’. Those who really fell into this category could be moved to other departnts or sent to retirent units to fill the seats. However, so researchers were not loafers; they struggled to conduct research but their capabilities were simply not up to par.

What Yan Xuelin referred to were under-performing researchers who could also moonlight in other jobs. This could range from fundraising, publicity, and even logistics-related work that the research institute lacked personnel in.

Moreover, Zhao Yi’s research helped the Biodical Research Institute secure significant sponsorship for the construction of the dical center, guaranteeing him a laboratory in the center. However, when the Departnt of Science proposed to build a Particle Mathematics Center in the School of Sciences, Zhao Yi showed no interest.
