Chapter 758: 744 diplomatic preparations

The Chancellor has just confird our capability to combat the Swarm calamity. If we use this opportunity to bring the vast majority of the civilizations of the Galaxy into the governance system of Iridium Star over the entire Galaxy, it will be a matter for the ages.”

The senior officials in the Cabinet also expressed their supportive attitudes one after another, and Han Jiaxue nodded slightly, “The Chancellor has authorized Deng Yuan, the diplomat accompanying the fleet, to represent Iridium Star in preliminary talks with civilizations like Porte Concepcion. After the video conference ended, Han Jiaxue took Bai Zhongqi to et Deng Yuan, the Iridium Star delegate about to depart for the negotiations. This diplomat was quite a seasoned mber of the Iridium Star diplomatic corps, with experience serving in the governnt of Administrative Star – quite efficient at his work.

Bai Zhongqi, worried that this one might be an Iridium Star nationalist, added an extra comnt, saying, “Be mindful of your conduct. Many of these civilizations are not favored by either the ten great leaders or the Galactic Empire. We don’t need to derive a sense of superiority from these people. Understanding their situations and exploring spaces and possibilities for cooperation is my concern.”

Clearly aware of what’s at stake, Deng Yuan saluted Bai Zhongqi before departing with a bow.

Traveling on a small Iridium Star transport ship, he arrived at the ho planet of Porte Concepcion, where diplomats from over a dozen civilizations awaited him.

Deng Yuan’s arrival was t with enthusiastic welco. The Porte Concepcion people afforded him an exceptional level of courtesy; the ceremonial guard that received him was honored to the extent usually reserved for a head of civilization. On the square of the Sky-Port, hundreds of thousands of Porte Concepcion people gathered, many holding banners that read “Welco, Envoy of Iridium Star,” and so even chanted slogans like “May the friendship between Iridium Star and Porte Concepcion last forever.”

Deng Yuan showed neither surprise nor complacency at such a scene; on the contrary, he remained very composed. He understood that their enthusiasm stemd from the powerful civilization he represented, and he would negotiate the greatest benefits for his own civilization.

Without much ado or beating around the bush, Deng Yuan directly requested multilateral and one-on-one talks with the relevant civilizations. These discussions didn’t take too long and, thanks to Deng Yuan’s high efficiency, he quickly compiled a fair amount of material.

Through the quantum communication, Deng Yuan reported back to Bai Zhongqi about his diplomatic outcos.

“Your Majesty, based on my observations, the civilizations are still quite cautious and unsettled. The Swarm is expanding too rapidly. According to this pace, within a month or two, this batch of civilizations will face an existential threat. Thus, they either abandon their holands and leave, or cling to our strength to defeat the Swarm. Undoubtedly, these civilizations agree to accept our leadership and provide all necessary support, but they are very concerned about our style of leadership, organizational structure, and the price they might have to pay,” he said.

Bai Zhongqi nodded lightly, his thoughts aligning with his earlier contemplations. Then he asked, “What bottom line did you probe out?”

“The bottom line varies among the civilizations and is rather vague. Right now, they are eager to gauge our demands and intentions. From my feeling, the civilizations are sowhat anable to the notion of a titular ruler, so are willing to engage in regular resource supply, one-way technology sharing, and certain civilizations are open to hosting official representative offices and accepting a range of policy guidance. The hardest part is getting them to participate in Iridium Star’s military frawork,” Deng Yuan replied.

Bai Zhongqi laughed and said, “I have no desire for these civilians to join our Iridium Star Army. The Empire Army demands extrely high professionalism and loyalty to the Chancellor, things these people can’t guarantee. And I don’t hold their military forces in high regard. Alright, since it has co to this, let’s establish a few basic requirents: one, they agree to join the United Empire of Iridium Star as self-governing civilizations, recognizing the Iridium Star Chancellor as their Supre Chancellor, above their own heads of civilization; second, engage in free trade licensing with Iridium Star; third, install an Empire representative office appointed by the United Empire to represent the interests of Iridium Star in these civilizations; fourth, inter-civilization relations and disputes are to be arbitrated and governed by the United Empire, forbidding civilian strife.”

What Bai Zhongqi was doing was enclosing the other civilizations within the grand frawork of the United Empire of Iridium Star.
