This behavior divided the outer city and made the gang leaders stop focusing on the Golden Hamr gang. It also helped that the Golden Hamr gang had been lying low for a while now.
It has been a month since the Golden Hamr gang began recruiting people. But they haven’t done anything yet. At least, not on the surface. It appeared that they had been cowed by the leader of the Light Temple gang’s willingness to give up their power in exchange for security.
The leader of the Light Temple gang made an announcent promising to promote any mber of the gang to the position of vice leader if they advance to rank 4. She also promised to use her divine abilities to help anyone who wanted to advance.
These promises were clearly made in desperation, but they were very effective in motivating the mbers of the Light Temple gang. The mbers of her gang beca motivated enough to challenge the danger of advancing.
Many people even joined the Light Temple gang just to get her help in advancing. As for helping her fight the Golden Hamr gang after they beco epic beings, that could be discussed later.
The Light Temple gang had recently swollen in size in terms of manpower due to the extensive support of the other gangs. The gang leaders of the other gangs would have supported her in order to help her resist the Golden Hamr gang. But now that she was willing to share control of her gang with the people they sent into her gang, they beca happy about their investnt and were even willing to invest more.

They couldn’t get people by recruiting because no one was willing to join the Golden Hamr gang anymore. People had beco afraid because very few people that entered their base to be employed were ever seen again.
The other gang leaders didn’t know what was happening, but they still decided to fan the flas. They made a ruckus demanding to search the base of the Golden Hamr gang for the missing people, and they also dissuaded anyone who would join by telling them that the Golden Hamr gang was killing people.
Most of what they said was true, but they didn’t know that. They were only saying it to slander the Golden Hamr gang in order to pressure them and prevent them from recruiting more people.
Golden Hamr refused to allow anyone to search their base. He claid that their enemies were making up stuff in order to besmirch them.
People couldn’t decide if the Golden Hamr gang was actually killing people because what Golden Hamr said was reasonable. It was reasonable that their enemies would say bad things about them. But very few people were willing to risk their lives after they heard that the Golden Hamr gang might be killing people.
So the Golden Hamr gang stopped getting recruits. In order to fix this problem, Legion let Black Axe recruit for them.
Their need for people is also why the leader of the Light Temple gang made all those promises. Her promises were a trap and a ans to give a logical explanation for why the rank 3 mbers of her gang were disappearing en masse.
No one actually knows how many people are in the Golden Hamr gang. No one also knows how many people they actually recruited.
No one knows these things because the Golden Hamr gang doesn’t report their actions to anyone. They keep their actions secret and have eliminated all the spies in the gang.
