Another captain spoke up. This ti the captain was already ashad before he spoke.
He was ashad because the bad news he was about to report was due to his negligence. So it was his fault.

Commander Isaac's emotions had cald down greatly after that short prayer. But he found his blood pressure rising quickly as he listened to this report.
His anger rose faster than normal and even managed to reach his limit this ti around. This was because he was angry and had a target nearby that he could vent on.
He slamd his fist against the table in anger and said, "I've had enough. Follow now to capture him."
A captain tried to calm him down by saying, "But sir…"
He couldn't complete what he wanted to say because Commander Isaac had appeared in front of him abruptly and asked him in a low voice that resembled a growl, "Will you follow or try to stop ?"
The captain had to nod in support. He even expressed his support verbally by saying, "Yes, sir. Right away, sir. We have to capture him as soon as possible."
Commander Isaac shook his head and said, "This is not a quest to recapture him. We have already done that twice before. This ti we will kill him once we encounter him."

Before, they didn't think it was worth it for the commander to pursue Bushwick in order to recapture him. Bushwick simply wasn't worth so much effort.

For the reasons that have sothing to do with Bushwick, the first and foremost is that Bushwick is responsible for the death of so many lamp bearers. Bushwick also served as the spearhead of the offensive of the nobles against the church of justice, so he has more sins to bear and pay for.
The reason why Bushwick hasn't been killed yet is because the Cardinals wanted to keep him alive for now and execute him on a public platform where everyone could see the consequences of going against the church of justice.
Bushwick was spared death until now because he was to be used as a teaching lesson so that many people won't walk down the path of foolishness and sin that he treaded.
In his humble opinion, Commander Isaac thinks this is a good thing for Bushwick. Unfortunately, Bushwick thinks too highly of himself and doesn't consider his current situation good enough for him.
So Bushwick has been escaping from prison, where he was jailed. Commander Isaac doesn't know exactly how Bushwick keeps getting lucky enough to escape, but he knows that this is the third ti that Bushwick has tried to evade the consequences of his actions, and this ti will be the last.
He intends to kill Bushwick once and for all. And while this will contradict the plan of the cardinals, he is willing to go ahead with it because it is the smart thing to do and because he is very angry and needs an outlet for his anger.
He might be angry, but he is still rational enough to determine that it is best that he kill Bushwick before Bushwick finds a way to truly escape.
Bushwick has already escaped from prison three tis. No matter how secure the prison is, this area is his territory and he is the sovereign noble, so he has undue advantages.
So even if he is recovered this ti and rejailed, he might escape from his prison a fourth ti in the future and might escape completely.
