In the original story, after Ichiryu’s death and Shigematsu’s brainwashing, it was Mansam who shouldered the entire burden. He didn’t seize the opportunity to go wild now that no one was holding him back.
On the contrary, he perfectly inherited Ichiryu’s philosophy, dedicating everything the IGO had to the Human World.
