Gangs are akin to a printing press for wealth the governnt can access any ti.

They’re easily controlled, quickly fragnted, and a rival can be easily supported so that both sides fight intensely.

Growth can be easily restricted.

Most importantly, gangs can openly operate casinos, brothels, and contraband businesses.

If one day, the gang doesn’t obey, and the money doesn’t suffice to feed those above, anyone would casually find a pretext to deploy regular forces and annihilate them.
