With five prefectures conquered, the 18th state was in turmoil.
Which Prefecture would they conquer next? Those were the thoughts running in the mind of the people.
Even though many found it unbelievable for an unknown power to go against the mighty Empire.
The truth was happening before them.
Inside the state capital, the Governor sat on his throne with a solemn expression on his face.
He looked at his ten advisors and asked in a grave voice, "What should we do?"
The ten wise old advisers all held their breath, their brains working seriously. They were known as the ten wise n in the state.
Not because of their strength but their wisdom. After a couple of minutes, an aged man with a long white beard said slowly.
"I suggest we use insurgency and cause a lot of civil war among them. From there, we can slowly control them."
"We can't," a seductive woman with revealing clothing entered the hall.
When the ten wise n saw the woman, they squinted, brows furrowed, and did not speak.
She might dress like a woman from the brothel. However, the ten wise n knew better.
She was a deadly woman in charge of the Governor's spy departnt.
She had various kinds of intel on almost everyone and wouldn't bat an eye to use any ans to get the intel she needed.
The old man that spoke previously asked with a slight frown on his wrinkled face, "Why not?"
"Because it is useless," she responded and stood beside the Governor.
Before the old man could ask her more questions, she continued.
"Do you know how strong their soldiers are?" She asked no one in particular.
"One soldier alone could take down five hundred soldiers. Not just any soldiers, I an our best of the best soldiers in the Core Refining realm."
"And do you know their cultivation, Qi Refinent realm?"
"If a Qi Refinent could cause such havoc. What do you think will happen if they send their Foundation Building realm expert?"
"That might not --"
"I'm not done talking, old man," she interrupted the old man with a fierce gaze and clicked her tongue.
"If you think that was not fearso enough. Every ti they conquer a prefecture, ten thousand soldiers would be deployed to secure it."
"That's not all. Those ten thousand soldiers would split into smaller units and move to secure all the cities and towns in the prefecture."
"Do you know how many clans and families that have been annihilated because they wanted to cause havoc, hmm?"
Initially, the wise n were furious about her actions, but when she continued speaking.
They adjusted themselves in their seats and wiped off the invisible beads of sweat from their foreheads.
It was now they realized how fearso their enemies were, and from the look on her face.
She hadn't done speaking.
"Why are you not speaking?" She taunted with a scoff.
"Anyway, I will tell you. Five hundred clans and families and still counting."
"When they sniff any foul play, they kill without rcy. Worst, they never leave anything behind."
"What do you an?" One of the ten wise n asked with a shaky voice.
She turned her gaze and looked at the old man. "I an, when they kill, they kill everything related to that clan or family. Won, sons, daughters, children, you na it. They are killed. Not even their animals are spared."
"Do you think any sane person would dare go against such a brutal response from this new power?"
The Governor on his seat felt a cold shiver run down his spine. He witnessed and read about many groups trying to overthrow the empire, but this was the first ti he witnessed such brutal action from their enemies.
The ssage was clear. Don't ever think of rebellion.
For the next five minutes, everyone inside the hall, except for the woman, was still reeling in shock.
Many rebels would try to pacify the people and bring them to their side, but they did otherwise.
With their show of strength and brutality, it made everyone inside the hall re-evaluate this so-called Celestial Heavenly Sect.
Finally, the Governor broke the ice once again. "What should we do?"
When the woman held this, a look of helplessness appeared on her face. Since she has such intel, she and her people had tried various ways to think of going against the Celestial Heavenly Sect.
Unfortunately, they found none. Every idea led to a dead end.
"What about the Death Shadow Assassin and the Crimson Jade Pavilion? We could start from there since they are located in every city and town of the prefecture," another old man suggested.
"Old man, sit down!" She snapped. "Which Shadow Assassin or Jade Pavilion?"
"Those two would be the first things that would be annihilated when they take over the prefecture. So, think of another thing."

A gasp escaped from the old man's mouth, and he sat down slowly.
Those two were the unfathomable power in the empire, but in the presence of the Celestial Heavenly Sect.
They seed not to amount to anything.
"So, am I not going to do anything and allow the rebels to take over my state, hmm?" The Governor shouted in anger.
"What should I tell the Emperor?" He banged the armrest of his throne in frustration.
Suddenly, an old man stood up and said in a low voice.
"I have an idea."
