He thought that not being around himself, Akeno would live a better life, and if hating himself would let her fight on, he beca her target of resentnt for her Mother's death.
Azazel secretly watched Akeno for his old friend.
And when Akeno joined the Gremory, he thought it was a way to protect her from Akeno's cruel family.
Plus Akeno has a Cousin nad Tobio Ikuse in Team Slash-Dog who works under Azazel.

(This is actually funny, because Rias long ago made duplicates of the clips, and hid them in a safe, fearing Koneko would loose them, and Mat doesn't know this... This is Rias's Gremory bloodline, instinctively finding treasure in action.)
I told Koneko that her Sister Kuroka was mostly a good-girl in her heart, but she will be tough to deal with in the beginning...

So I don't know if things can or will go well with her...
