Although Captain Carter of Universe 838 in Doctor Strange 2 also had a jetpack, Josh hadn't seen that movie before he traveled through ti. His inspiration for the jetpack ca from the rocket soldiers in the Red Alert universe.
In Red Alert, the Allied Rocket Soldiers were considered weak—fragile, expensive, and with low attack power. They were mostly useful for reconnaissance and interception. However, this was largely due to the limitations of their operators.

"You all look like you're in great shape!" Josh said as he saw the three of them drenched in sweat.
"Thank you for your concern, sir!" the three replied in unison.
"Sir, do we have a mission?" Carter asked eagerly.
"Yes, Captain Carter. You'll be facing your first mission soon. It's a high-risk, high-difficulty operation," Josh said seriously.
"Sir, we're ready to go at any ti!" Carter said excitedly. She had felt stifled on the base for too long and was eager to prove herself, just like Captain Arica had been in his early days.
"Good, then let's go to the conference room," Josh said, nodding.
The group made their way to the conference room.
Once seated, the CIA personnel accompanying Josh handed out briefing docunts to the three soldiers as Josh began to explain.
"Six months have passed since the UN General Assembly approved the Resolution 181 (II). During these months, five divisions of Jewish forces have been trained and ard with the help of the military. They are now ready to officially invade Eritrea," Josh said as the three read through the files.
"However, Wakanda does not recognize the UN resolution. After ignoring the UN's warnings, they took control of Ethiopia by force. Recently, they even declared that Eritrea and the surrounding areas are part of their territory. Two weeks ago, they launched an attack on British and French forces stationed in the region. Had it not been for the tily intervention of the Fifth Fleet in the Red Sea, these forces might have been completely driven out.
