"Naval Officer, my president admits that he received the mo, but we've yet to give you a reply. This ans you're not approved to co into our waters and start shooting at our fishing boats."

"…" the Oceana Alliance's side went silent for a while after hearing the Commanding Officer's reply. But since their turrets were still pointed at the fishing boats, both sides were on full alert until close to ten minutes later.

anwhile, Zhang Qin Feng took the opportunity when Jason Deng was busy to organized the refugees. There are only fifty kids out of the 500 refugees from Panem. To make sure they received quality education to serve Zhang Qin Feng's faction in the future, he arranged for them to be taken into the school.
As for the adults, 250 males and 200 females were given jobs all over the island. The females received so training and worked in an industry requiring more female workers. The males were given better treatnt to help with the construction, mariti, and more.

Part of the manpower also slowly shifted to the port of Mari and Anna. Right now, the Naval Forces could only be stationed in the city of Anna because the port over at Mari is incapable of such a task.
The upgrade will make sure that the Naval Forces can confidently dock at both ports without a problem. Although Zhang Qin Feng has the vision to create a new military port in the future, this would have to be much later, not now.
Also, the facility for the private military forces is half-complete. The facility should be ready for use in another half a month.
