But focusing all the manpower in completing the residential area wasn't his priority. Because in Zhang Qin Feng's phase 2 project, the Military Training Facility, seaport, and the airport were his main concerns.
He cannot rely on the existing port for all the material imports. Furthermore, the country's revenue would decrease unless the island has an excellent international airport to receive tourists.

"Boss… Two of our team caught a boat trying to smuggle so immigrants into our island. Their number is between a hundred people."
"We've captured all of them, including the smugglers. What is your instruction?" the acting director of the security forces said.
"A hundred people? Keep them in the facility until I arrive. I might have sothing in mind." Zhang Qin Feng replied.
