The majority of shared enterprise workers were transient, rotating every ten years. The turnover in private enterprises was also quite high; other than a small number of business leaders who, for the sake of their careers, had to stay long-term, many ordinary employees, after gaining skills over a few years, thought of returning to work in Mountain and Sea.
