Chapter 712: Chapter 709: The Troubles of the Propaganda Departnt

“Human mory is already infallible in itself, but the key issue still lies in understanding. How to directly comprehend the mories that have been instilled.”

“After understanding, the final step is to apply it flexibly. As long as this can be achieved, human brains will function like computers, enabling us to truly upload and download files. By then, all of humanity’s knowledge can be shared, and all human brains can be interconnected via the internet. If you want to learn so knowledge, you just download it, and learn it in a second. That is truly a thod of a Level 5 Civilization.”

As a Transcendent who has lived for thousands of years, Zhang Yuan’s own knowledge base has already beco vast, covering all aspects of various fields, nearly touching upon physics, chemistry, mathematics, and biology.

However, many mories are still just at the level of understanding, and to apply them flexibly requires a long ti of training.

Zhang Yuan is now an expert at the Unreal Laboratory, specifically responsible for the developnt of the brain domain, as well as an expert in the Virtual World, and also the Chief of Staff of the Scientific Council. These are his professional fields where he holds significant authority.

Yet, during the Earth Era, he was a scientist specializing in nuclear engines, had also been a Captain, dealt with mathematics, and worked on turbulence. Although he hasn’t forgotten this knowledge, with long periods of disuse, it has beco very unfamiliar, and he could not use it as flexibly as before.

The discussion had reached this point, and everyone shook their heads, “So… for genetic mory to truly make a breakthrough, there’s a long and arduous road ahead.”

If genetic mory could indeed be developed, new humans could reach the intellectual level of a Level 5 Civilization.

As for what the intelligence of the legendary Sixth Level Civilization is like, it could be sumd up in one sentence: An individual represents a civilization.

From Level 4 to Level 5, from Level 5 to Sixth Level, each leap signifies a brand-new qualitative change. As for what lies beyond that, Level 7 Civilization, Level 8 Civilization, Zhang Yuan also does not know, perhaps it is beyond the imagination of Fourth-level Civilization intelligence.

“Alright, the mission is complete, let’s all go ho, only with good rest can we work well!”

As he stepped off the spaceship, Zhang Yuan bid goodbye to his companions. He deeply inhaled the air inside the underground base; nothing beats the feeling of being ho, even the air seed fresher.

He hardly had any ti to rest or take a vacation anymore. After the first stage of the agreent was complete, he still had to attend internal etings, engage in circular reasoning, and there would be a second and third round of negotiations following…

Barely squeezing out a few days to rest, he figured he should make good use of them.

Walking into Big Food Barrel Restaurant, he ordered a “Golden Spicy Chicken Roasted Rice Bun,” and while waiting, he habitually opened up his phone to check up on recent political and governntal news.

As he read, Zhang Yuan’s brow furrowed. It seed that governnt-related departnts still hadn’t fully disclosed the news of “the forthcoming comprehensive cooperation between humans and the Half-sphere Civilization.”

This non disclosure led to a bunch of keyboard warriors online to begin wildly speculating. They had found so clues, but without sufficient information sources, their speculations were way off.

The more they guessed, the more rumors spread.

Everybody had their own viewpoint, and all sorts of conspiracy theories erged.

“Your Golden Spicy Chicken Roasted Rice Bun, please enjoy!” A robotic voice from the waiter sounded in his ear.

“Oh, thank you!” Zhang Yuan savored his exquisite lunch while browsing various comnts.

So people were doubting whether the sections of raw materials provided by the Half-sphere people, already making up 30% of the human production, was perhaps too high a share and whether it posed so risk. Others felt that cultural exchanges between the two civilizations might be overly entertaining…

There were all sorts of questions and doubts.

Gradually, Zhang Yuan’s brow furled again, feeling that the current thod of propaganda was not very good.

The publicity departnt intended to keep things under wraps for a few years until New Human Civilization got along more harmoniously with the Half-sphere Civilization, then release the news. A longer transition period, they thought, would make it easier for the public to accept.

There was indeed a bit of sense in this thinking… it could reduce so troubles.

But it was only a little bit reasonable. It was understandable that the information hadn’t been released a year ago, but now a year had passed, and the comprehensive cooperation between both sides involved all aspects of civilization operations, which couldn’t be concealed. The matter was bound to be publicized sooner or later.

Zhang Yuan felt that, seeing the current public discourse, sooner was better than later. Even if it ant taking on so risk, it was more realistic than having more and more conspiracy theories arise.

With those thoughts, he logged into an internal website and found that there would be a related panel discussion that afternoon on how to do the publicity, how to make the public accept this matter, and avoid too much rejection.

As the voices of doubt in public opinion grew stronger, there was a pressing need to address this issue.

Thinking this, he imdiately called Captain Feng to offer his small suggestion for consideration.

At three o’clock in the afternoon, the governnt officials in charge of publicity gathered in the Captain’s Room.

The person in charge of publicity began to speak, “Ladies and gentlen, so rumors have appeared in society, as I believe you have all seen. So people are worrying whether the Half-sphere people have sohow controlled the upper echelons of New Human Governnt, although it sounds like a joke. Others are concerned that the substantial amount of raw materials provided by the Half-sphere Civilization could conceal nefarious intentions… The reason for such worries primarily stems from a lack of transparency in the information.”

“Because the public has access to limited information, they can only speculate wildly.”

“Our current propaganda has had so effect. The vast majority of voices are in support of friendly dealings between the New Human Governnt and the Half-sphere Civilization. After all, the assistance provided by them has truly benefited the developnt of War Star… cultural exchanges have also been genuinely productive.”

“As for the suspicion of excessive entertainnt, the number of events held in the past year was indeed a bit frequent, and we will reduce their frequency in the future.”

“In summary, the purpose of this panel discussion is for us to explore together whether there are better ways to improve our approach. On one hand, we want to promote exchanges and guide public thought, and on the other hand, we want to dispel rumors and panic.”

The experts engaged in a heated discussion. The New Human Governnt’s base was quite stable, and the impact of rumors was not particularly significant. However, if left unaddressed, that would also be unacceptable.

Zhang Yuan sat on the side, listening without directly expressing his opinions. He had already forwarded his suggestions and so social survey reports to Captain Feng in advance. As the Chief of Staff of the Scientific Council primarily involved in the field of technology, he didn’t need to share his views at such a propaganda eting.

Captain Feng cleared his throat and said, “Ladies and gentlen, I have a new idea. After a year, we can be bolder in our interactivity. There’s no need to consider our people too lightly… they’re not foolish, this extensive cooperation will eventually reveal so traces.”

“We expect that after the negotiations, the raw materials provided by the Half-sphere Civilization will rise a level, and they may even hand over a complete War Star to us, which we’ll need to retrofit… Such a big deal, how can we hide it?”

“So, perhaps there is a flaw in our previous way of thinking.”
