Three: Those with tribal relations had to satisfy at least one of the following criteria—their family had to have fought for the Commonwealth in war for more than twenty years; for the last twenty years they had to have been formally recognized for their achievents, retired or inconvenienced due to war injuries, or possess a formal record of solo trade travel in the Federation
Furthermore, the Commonwealth did not care about the repetition of surnas. As long as one was willing, they could utilize any na they wanted. Even if there were a thousand Srius (silver) or ten thousand Gordons (gold), it would be legally allowed.
When this plan was announced, they created a stir in the world among other countries.
The aristocrats were naturally provoked, and all complained bitterly about this plan.
