In the base of League of Villains, Shigaraki and his team had already made plans for taking down All-Might. The plan was simple yet effective. They would gather information about All-Might's movents from their spies and attack him when he is alone or weak.
Then, they would take out the Pro-Hero Commission and denounce them as anti-humanity. This would create chaos in the Hero Society, potentially allowing them to topple it from within.
They also planned on using their Quirks to create a powerful virus that could shut down all electricity across Japan. With no power, heroes wouldn't be able to respond quickly enough, giving the League enough ti to make their escape without any fear of pursuit.
Finally, they planned on using mind control techniques on so of the top governnt workers in order to sway public opinion against them. This combined with the villainous acts they would commit while under mind control could potentially make people question why these heroes were protecting such a corrupt system in the first place.
With their plans set into motion, Shigaraki looked at his comrades with an excited glint in his eye and declared "Let's begin our revolution!"
