The Celestial Academy is considered the number 1 force in the world because it controls the most important thing/ans and building, which is the Celestial Tower, the only way for a being to ascend to beco a Celestial after reaching the peak of the world, and the only way to reach other continents without the risk of being killed by so Sea Abomination.
This academy wasn't founded by Humans, Witches, or Dragons but by Beastn, Yes, and not only that, the reason why the Beastn are considered the number 1 Race is also due to 2 other factors.
One is because the strongest being of this world and its ruler, or more like the ruler of the Central Continent which is the Main Continent.
The Beings who transcended the Ex-Rank cannot go back to other continents unless they remain within the Tower which is projected in all continents and connects them together.
Now the second reason why Beastn are the strongest race is because of Bloodlines, yes, Bloodlines, unlike other races with only the purity of their races which is random for commoners and not-so-diversified for Strong Clans because High Potential High Potential Mostly equals High Potential, and Monsters and their Bloodline purity, every single Beastman is a monster and not only that they are totally broken because their potential is initially high and can always be improved.
Now, Unlike Draco with his Evolution Panel, Other races' Potential is fixed an E-Rank Human can never Dream of reaching Stage 1 of course that is until The Anomaly ca, and even his ans do not allow him to just Up the entire Human race's Potential.
So yes, Shamuji's Research to Upgrade his Bloodline was but a futile Goblin's struggle.
Even Dragons cannot change their Potential, well at least The %Error Authority Insufficient% Dragons of this world.
Beastn However... Beastn however are born with a ridiculous potential depending on their lineage and that sa lineage traces back to Mythical creatures before the World was transford into a Prison Gate.
Yes, Beastn are the Original Inhabitants of this world and Great Mother knows how other creatures ca to be, Alex did not know, Draco did not know.
Now the biggest trash of trashes amongst Beastn's Potential Easily Transcends Ex-Rank. There's no such thing as a Beastman with an EX-Rank potential and thus you will never find a Beastman if you do not go to the prison - which is obviously called The Great Cursed Celestial Prison - or the central continent.
Aside from the beastn's ridiculous potential they also have many ways to upgrade their potential, as long as they drink the blood of a higher potential beastman or well dual cultivate they can purify their bloodline, and so this creates the phenonon where beastn dominate the world.
But the diversity of races in this world doesn't only amount to these ruling races, obviously because races such as demons, monsters, dragons, beastn, phoenixes, and elves have either a variation of a such as moon elves, and earth dragons, or are basically a race with the bloodline of said race, such as goblins, wolves, and orcs are considered monsters, and then we have demonic goblins, imps, devils, shadow slis and such are part of the demon race.
There are also so other minor & major races from the wider universe that are either weak or a minority.
Now we've talked about the world, its circumstances, its continents, and its races. But this is barely a minsicule amount of what Draco just learned from a nerdy celestial academy student which is also called the knowledge haven of Portalia.
