One of these was suspected to be the ‘Club Q-Moonlight Empress,’ and the other was the God that erged after the Divinity of the ‘Spade J-War God’ sequence-directed Demon God Origin Card spiraled out of control.
In general, these were deities that had been part of the Card Master Civilization.
Outer Gods, then, were those beyond this.
