At this point, Rin's awakening ceremony had been completely completed.

By shifting from human form into Dragon Kind form, he could undergo Dragon Godification and ascend as the new Star King Dragon.

Star particles themselves were the key to that gate. He no longer needed a stronger Ultimate Skill to breach it.
This was similar to the Storm Dragon.
Storm Dragon had no Ultimate Skill either, yet always ranked among the top in magicules.
All in all, Dragon Kind lived up to their na as the greatest race crafted by the Star King Dragon in his own image. A race born extraordinary.
