In Terraria, NPCs are a crucial part, entirely different from the NPCs in “My World”, who are rely tools and productivity elents.

You need to prepare a standard room for them: it must have enough space, a roof and walls, a table or workbench, a chair, lighting, and a door.
Only when all these requisites are fulfilled, is it considered “safe” for an NPC to move in.
If any condition is not t, they absolutely would not move in.
