Chapter 793: Chapter 539: How is the New Director (Part 2)

As a mber of the Developnt Zone Party Working Committee, Political and Legal Committee Secretary, and Military Minister, Han Yu theoretically counts as a leader of the Developnt Zone. However, he’s not quite competent as a leader, seldom participating in the Developnt Zone’s etings or major decision-making.

But in the eyes of the related cadres at Sanhe Street, his dual role as Political and Legal Committee Secretary and Military Minister couldn’t be better.

This is because Sanhe Street has two superiors; if they encounter a leader responsible for sector oversight who wants to manage everything, they would have to report to both the Linghai Municipal Political and Legal Commission or Linghai City Ard Forces Departnt and the sector oversight leader of the Developnt Zone about the sa matter.

If the superiors convey any directives, after already attending etings at the Municipal Political and Legal Commission or the Ard Forces Departnt, they would still need to participate in another round of etings held by the Developnt Zone oversight leader, requiring everyone to essentially "review" the material once more, which is irkso to even think about.

Han Yu doesn’t interfere in anything, which saves everyone a lot of trouble.

In reality, Han Yu does not completely neglect his duties, as he has done a bit of work since taking office.

Officially, the Developnt Zone claims to have two thousand Basic Civilian Soldiers and an ergency response team of one hundred and fifty people. However, a deeper inspection by superiors into the force composition has revealed that the Developnt Zone has a significant issue with overreporting on paper, and the actual ergency response capabilities of the Civilian Soldiers are quite weak.

The local Military Departnts are small in scale and lack funds, unable to et the demands set by their superiors, leaving them no choice but to falsify numbers.

But now that problems have been identified, and especially after suffering from a typhoon disaster recently, prompting superiors to elevate the issue to a higher concern regarding weak disaster rescue forces, Old Li, the Military Minister responsible for Sanhe Street, found himself in trouble and thus approached Han Yu, the leader responsible for this sector.

Although Han Yu lacks funding, he has "soldiers" at his disposal.

From that day forward, over a hundred auxiliary police officers from the Developnt Zone Branch beca the Civilian Soldiers for the ergency response teams of the Developnt Zone and Sanhe Street.

mbers of the enterprise fire brigade from Linghai Port who had participated in the military-civilian flood and disaster relief training hosted by Binjiang City at the end of August last year beca squad leaders of the Civilian Soldier ergency response team!

Today, the first official day back at work after the holiday, he must show up in Sanhe.

It’s not because the Managent Committee has any issues, but because the new Police Chief is coming to the Developnt Zone Branch for a research visit. As the Developnt Zone leader in charge of political and legal affairs, he must participate in the reception.

After accompanying Director Zhang in and out, they finally entered the conference room to sit down and start the discussion eting.

Zhang Yidong had long heard about Han Yu from Political Commissioner Sun, but he was still surprised to see that Han Yu was so young and could hardly believe it.

He looked back at Political Commissioner Sun, Shi Shengyong, Wang Chuanwei, Jiang Shifu, and others sitting on both sides and said with a smile, "Secretary Han, you were the first Police Chief of the Developnt Zone Branch, and the branch’s work has been so well done that it has been highly affird by the City Committee and Municipal Governnt and the Developnt Zone Managent Committee. This shows the solid foundation you have built during your ti at the branch."

"Director Zhang, in fact, I’m not qualified for the position of Chief; I hardly managed the branch’s work at all, it was all overseen by Director Shi."

"The work of the branch is not only on land, I understand that you manage security and firefighting, especially in the Port District along the Yangtze River coastline."

Zhang Yidong laughed, and then abruptly changed the topic: "Secretary Han, although I have been busy since I transferred to Linghai and only ca to the Developnt Zone Branch for research today, I have attended several City Bureau etings and also a field eting organized by the Provincial Departnt."

What does your eting participation have to do with ? Haven’t you heard that I least like attending etings?

Just as Han Yu was confused, Zhang Yidong casually remarked, "The police institution is currently implenting standardization construction, and in my opinion, this construction should first be reflected in the organizational structure. Now many units are setting up branches, and so District County Police Bureaus’ Traffic Police Teams even put up signs as Traffic Managent Bureaus.

The title of ’Chief’ sounds better than ’Director’ or ’Big Commander,’ but what’s the point?

For example, when citizens are dealing with household registration booklets, they must be stamped with the Police Station’s seal; a stamp from the branch does not comply with the regulations. As far as I know, the old household registration booklets from the residents of the Developnt Zone were stamped with the seals of the previous three Police Stations, but the new booklets processed in the last two years have the Sanhe Police Station stamp."

The new Chief isn’t just shooting in the dark.

The Developnt Zone Branch is indeed running two sets of teams under two banners, externally serving as both the Linghai Police Bureau Developnt Zone Branch and the Linghai Police Bureau Sanhe Police Station. The seal of the Developnt Zone Branch is almost useless; regardless of the procedures or certifications to be handled, the Sanhe Police Station’s seal is what ends up being used.

As Han Yu was unsure of what to say, Zhang Yidong smiled and said, "Vanity is sothing we all have, to varying degrees, including myself. But we are part of the police, and we can’t set up branches everywhere like the Land Administration, Industrial and Comrcial Bureau, and Tax Bureau. Our Linghai Police Bureau is a unit with fine traditions, and we shouldn’t be like so other brother police bureaus that indiscriminately set up branches."

In recent years, including Linghai, many districts and counties have been undergoing town and township amalgamations, with Police Stations also being consolidated.

Several small Police Stations are rged into one large Police Station, and many District County Police Bureaus simply establish branches, resulting in many surrounding districts and counties almost lacking Police Stations—entirely replaced by branches.

However, when handling household registration booklets, the Police Station’s seal needs to be used, which can get a bit chaotic.

Han Yu realizes that this person in front of him intends to revert the Developnt Zone Branch back to Sanhe Police Station, and may even want to use this as a way to underscore his seriousness and rigor towards police work as a Police Chief who has never been a public security police before, unlike other chiefs with a police background.

"Director Zhang, are you suggesting that the Developnt Zone Branch should be abolished?"

"We’ve discussed this at the Police Bureau’s Party Committee eting, and everyone unanimously agreed that we shouldn’t blindly follow trends. Therefore, regarding the dissolution of the Developnt Zone Branch and the restoration of the Sanhe Police Station, we need your help to explain it to Mayor Shen and Secretary Chen. You are a leading officer who has been promoted from within our Police Bureau, and we can only turn to you to help us with such difficult issues."

I understand, you want to make so noise and do sothing different, yet you’re worried that the city leaders might be unhappy, so you’re asking

to help explain it to the superiors...

It’s not good to haphazardly set up branches, but is it necessary to dissolve the only Developnt Zone Branch in all of Linghai?

As for achieving sothing significant, you could totally focus on security, criminal investigation, and other aspects, improve public order, crack down on more criminal cases—why insist on doing these superficial things?

Han Yu felt that the new Police Chief had the wrong work direction and said without hesitation, "Director Zhang, regarding the dissolution of the Developnt Zone Branch and restoration of the Sanhe Police Station, I really don’t know how to explain this to Mayor Shen and Secretary Chen. After all, whether the Developnt Zone has a Police Branch is directly related to the image of the Developnt Zone when attracting outside investnt."

"Will the lack of a Police Branch affect investnt attraction?"

"The so-called external image is actually about face. When Mayor Shen, Secretary Chen, and colleagues from the Investnt Promotion Bureau go out to attract investors, they will certainly begin by introducing the Developnt Zone’s situation, including its organizational setup. Our Developnt Zone has a Finance Bureau with first-level finance.

There’s an Investnt Promotion Bureau, Industrial and Comrcial Sub-bureau, Taxation Sub-bureau, Land Administration Sub-bureau, and Police Sub-bureau. Once investors hear this, they will know that Mayor Shen and Secretary Chen are in charge of the Developnt Zone and that the promised preferential policies can be honored. But if we tell them we have a Police Station, they’ll definitely feel that our Developnt Zone is not high-level enough, and that what Mayor Shen and Secretary Chen said might be hard to deliver on."

Han Yu paused, then turned to look at the Deputy Director of the Party and Governnt Office of the Managent Committee who was accompanying the investigation: "Director Liu, you often go out with Mayor Shen and Secretary Chen to attract investnt, do you think I’m right?"

Why would a good Developnt Zone Branch need to revert back to the Sanhe Police Station!

If it really reverts to a Police Station, it will surely lower the Developnt Zone’s standing.

Deputy Director Liu, already displeased, felt that Han Yu’s words made a lot of sense and hastily said, "Director Zhang, special cases should be treated specially. Our Developnt Zone’s external image is indeed very important. Can we reconsider the decision to dissolve the Branch and restore the Sanhe Police Station, as a way to support the work of our Developnt Zone?"

Zhang Yidong initially thought it was a minor issue and believed Han Yu would be willing to help, but he was utterly surprised by Han Yu’s opposition and didn’t know what to say next.

Sun Jiawen felt equally awkward, considering this was the first major action taken by the Police Chief since taking office, and as the Political Commissioner, he had to offer his support.

Although Shi Shengyong did not want to see the Developnt Zone Branch revert to the Sanhe Police Station, since so many had raised their hands in agreent at the Party Committee eting, he had no choice but to concur. Seeing that Salted Fish disagreed, and clearly represented the opposition of both the Developnt Zone Party Working Committee and the Managent Committee, he secretly laughed at how the Police Chief had hit a snag.

Wang Chuanwei, Jiang Shifu, and Tian Gui, all elders of Salted Fish, felt there was no need for Salted Fish to offend Director Zhang over such a trivial matter. However, they had no right to speak in this situation and could only silently worry for Salted Fish.

"Secretary Han."

Sun Jiawen steadied his mind and squeezed out a smile, "Our Bureau’s Party Committee only believes that in the matter of establishing branches, our Linghai Police Bureau should not follow trends blindly, and we have not made a final decision to dissolve the Developnt Zone Branch."

"That’s a relief, otherwise I really wouldn’t know how to explain it to Mayor Shen."

Han Yu smiled, turned, and pointed to the map of the Developnt Zone on the wall: "Director Zhang, Political Commissioner Sun, you can see how much our Developnt Zone Party Working Committee and Managent Committee value the investnt attraction environnt and particularly the external image of the Developnt Zone, just by looking at this map."

Zhang Yidong ca back to his senses and instinctively asked, "Secretary Han, could you be more specific?"

"Instructor Tian, please help out, let’s take the map down together."

"Alright."

Tian Gui quickly stood up, helped Han Yu to take the map off the wall, and spread it out in front of everyone so they could see it more clearly.

Pointing to the road nas that were newly designated but yet to be submitted for review to the Ministry of Civil Affairs, Han Yu said with a smile: "This is Beijing Road, this is East Sea Road, this is Hong Kong Road... All the roads in our Developnt Zone are nad after municipalities directly under the central governnt and provincial capital cities in the country.

So comrades don’t understand, saying that mimicking big cities like East Sea in naming roads is like drawing a tiger that ends up looking like a dog. Do Mayor Shen and Secretary Chen not know that this naming could be mocked?

They know, but they still decided to go ahead with these nas because they sound grand and can enhance the visibility of our Developnt Zone, leaving a lasting impression on investors!"

Not only are the road nas in the Developnt Zone grand, but even the map’s na is striking.

It’s boldly labeled as the "Administrative Division Map of Linghai Economic and Technological Developnt Zone."

Those who don’t know any better might really think it’s a national-level economic developnt zone.

Zhang Yidong was completely speechless, left with nothing but a dry laugh.
