These rescuers hail from various units such as the Binjiang Water Police Bureau’s squadrons, the Binjiang City Fire Brigade Port District Team, stations from the Changhang Bureau, the Military District Guard Company, the Binjiang Border Control Station Guard Company, Binjiang Port Enterprise Fire Brigade, Linghai Port Enterprise Fire Brigade, the Changhang Guzhou Branch, and the Shuzhou City Police Departnt Water Station.

Among them are public security police, active-duty ard police, active military personnel, auxiliary police, and enterprise fire brigade mbers, but now they all share one identity—as trainees!

This training class is nad "joint military-civilian" because it includes active public security participants.

The na "Binjiang City" was chosen for two reasons: firstly, to integrate the rescue forces on the river, and secondly, to organize the training which requires funding.

The City Flood Control Command, realizing the importance of maintaining a water ergency rescue force after the recent Typhoon No. 11 disaster, quickly approved the Water Police Bureau and Changhang Bureau’s joint application for organizing flood control and ergency rescue training.

Not only was a sum allocated for training expenses, but also ten assault boats and ten unpowered rubber boats were purchased and provided to the Water Police Bureau, Changhang Bureau, Fire Brigade, Border Inspection Station Guard Company, and the two port enterprise fire brigades.

Training requires a venue, and the Binjiang Shipping Academy is ideally located by the riverbank, with its classrooms and dormitories vacant during the sumr vacation—a perfect setting for organizing the training.

The training is conducted as a closed session with military-style managent.

Each participant is issued two sets of camouflage uniforms; wearing original uniforms or displaying police or military ranks is prohibited.

Mornings start with jogging, followed by roll calls in the evenings, even line-up drills under the command of the deputy platoon leader of the participating Military District Guard Company.

Han Yu, as the head instructor of the coaching team, is responsible not only for organizing disaster response and rescue training but also for ensuring training safety.

Training in the middle of the river, though close to real combat conditions, is highly dangerous; to ensure absolute safety, patrol boats 001 and Yangtze Police boat 111 were specially brought in to guard upstream and downstream.
