Chapter 629: Chapter 443: Incentive asures!

"People say that the Nationalist Party levies many taxes, the Communist Party holds many etings, and this saying is not false at all.

This morning, the founding eting of the Port District Bureau was held, and at noon, I had to attend the founding etings of the Port District Party Working Committee and the Managent Committee.

After the big etings, there are smaller etings.

Having seen off Secretary Ye and other city leaders from the very first party-political work eting after the formal establishnt of the Port District, Han Yu continued without a break back to what was once the Sanhe Police Station, now the Linghai Police Bureau Port District Bureau, to hold the first party branch eting since the establishnt of the bureau, discussing the future division of work.

The eting was chaired by Comrade Old Shi, and it was lucky to have such an experienced partner as him, otherwise, it would not be easy to be the head of this bureau.

It’s worth ntioning that the bureau leadership really racked their brains in the selection of the Port District Bureau leadership team, to make sure this young bureau head could firmly establish his footing.

The current deputy bureau chief and forr deputy director of the Sanhe Police Station, Wang Chuanwei, was promoted during Chairman Li’s tenure as Police Chief.

The current Deputy Chief of the Port District Bureau, Jiang Shifu, used to be a good brother and comrade-in-arms of my deceased master.

Because his relationship with the master was too good, he was stuck at the position of Deputy Instructor.

It was not until a few years ago, when the organizational restructuring took place—the Instructor beca the Political Commissioner, Security Teams and Criminal Investigation Teams beca detachnts, and the instructors at the police stations beca Instructors—that he "got promoted" to Deputy Instructor. But in reality, it was just a change of title without an actual change in rank.

As for the Deputy Instructor of the bureau, Tian Gui, before being transferred to the Jiangbin Police Station as a deputy instructor, he was a propaganda police officer in the Political Work Office, nurtured by Political Commissioner Wang back in his Linghai days, essentially his disciple.

Sitting in a leadership position and looking at so many predecessors and even elders, Han Yu couldn’t help but smile.

"What are you laughing at, Director Yu?"

"Yes, what’s there to laugh about? Is there anything you’re embarrassed about? You’re now appointed as bureau chief by the City Committee and the Police Party Committee; you are our leader, and we all listen to you."

"Old Wang, I think it’s inappropriate to address him as Director Yu; ’Director Han’ would be better."

Han Yu quickly said, "Uncle Jiang, calling

Director Yu is fine; it’s more intimate."

Jiang Shifu’s expression beca serious: "What Uncle Jiang? There’s only superior and subordinate in the unit, otherwise how can authority be established?"

Shi Shengyong strongly agreed and added, "Director Yu, Old Jiang is right, you are now the bureau chief; you cannot be without authority."

Tomorrow afternoon, we have to go to the opposite bank of the river to research the waterway security asures for the inaugural ceremony of Shuzhou Port. There are too many things to handle.

Han Yu realized he could no longer be modest and said firmly, "All right, let

share so new information first. Just now, at the Port District’s party-political work eting, Mayor Shen and Director Miao said that after the new year, combined with the upper-level Ministry of Transport’s road construction planning for our Port District and the actual situation of Lingda Car Ferry, as well as the economic developnt needs of the Port District and even the whole Linghai, we will start the project of the new Lingda Car Ferry terminal."

Wang Chuanwei, who had worked at Sanhe Police Station for many years and witnessed the creation of Lingda Car Ferry, asked in astonishnt, "The ferry has only been in operation for a few years, it has a lot of traffic and is very profitable, it’s like a cash cow for the city, why build a new terminal?"

Shi Shengyong could not help but ask, "If you build a new terminal, what about the current one?"

Han Yu opened his briefcase, took out a hand-drawn map from the eting, and explained with a smile, "Road construction is not up to us in Linghai; according to the plans of the upper-level departnts, in the next three to five years they plan to build a road here, and it’s very likely to be a provincial highway, or even a national highway."

"The road leads to the east, so far from the Jianghai River!"

"It’s not that far, it’s just not as close to the Jianghai River as it is now."

"If this road really gets built, the ferry terminal will have to move east."

"The city’s consideration is not only to connect the ferry terminal to the upcoming provincial or even national highway but also to think about how to cross the river faster. There is so truth to ’get rich by building roads’— the closer we are to Jiangnan and East Sea, the better our Linghai economy can develop."

While Han Yu was gesturing on the map, he continued, "To use Mayor Shen’s words, we must race against ti in economic developnt and do the sa in transportation. From the current ferry terminal to cross the river, the direct distance is 11.7 kiloters, and the one-way journey for the ferry takes at least forty-five minutes.

Once the ferry terminal is moved over here, then after communicating and coordinating with the waterway and port supervision departnts, we can reduce the direct distance to 7.2 kiloters, cutting the one-way journey ti for the ferry down to twenty-five minutes. It might seem like just saving twenty minutes, but those twenty minutes can give us a head start in attracting investnt to Linghai."

In the afternoon, the Port District Party Working Committee and Managent Committee founding etings, which were also the general eting of all Party cadres of the Port District, were attended by everyone here.

Shi Shengyong could truly sense the city leaders’ determination in constructing the Port District, attracting investnt, and developing the economy, and couldn’t help but sigh, "The city leaders really have boldness."

"If the city leaders are bold, we have to keep up."

Han Yu took a deep breath and contemplated, "The funding for the Lingda Car Ferry new terminal project is not yet in place, but the land expropriation and demolition are expected to start after the New Year, and at the sa ti, the access roads should be built first. Thus, after the Spring Festival, there will be preliminary works for the new Lingda Car Ferry terminal, the Jianghai River Harbor projects, and the first phase of the deep-water terminal on the riverbank.

One can imagine that at that ti, the river will be full of engineering boats and ships transporting stones; there will be many engineering vehicles and construction crews on shore, with crew mbers and workers coming from all over, and with the increase in foreign ships, vehicles, and construction workers, naturally, the pressure on public security will not be small.
