The firefighting efforts of enterprises and institutions along the coastlines of Changzhou, Gaoru, Linghai, and Dongqi, in theory, should be managed by their respective District County Police Departnts, but in reality, the firefighting forces of several district and county police departnts are too weak to take care of fire protection by the riverside...
Fang Guoya felt that his imdiate superior’s summary was sensible, but these were issues that should concern the city and even the provincial tiers, not for him, a deputy division commander of water firefighting in the industry police, to worry about. Overall, the superiors have not clearly defined the jurisdiction, responsibilities, legal basis, or legal consequences of water firefighting, making law enforcent for water firefighting baseless. Creating and perfecting corresponding laws and regulations is not sothing that our few departnts alone can achieve."
