"He intends to use our battle to turn the entire Thrace, or even the entire Empire, into the ruins of a divine war!"
The previous two "massacres" were rely simple probes, Tiamat’s guise to make Cassius lower his guard.
As a deity, how could Tiamat not know what kind of power they possessed?

Seeing the slightly panicked face of the Ashen Emperor, Tiamat grew even more rampant: "Cassius, spit out your divinity, surrender your secrets! I will allow you to remain in the Material Plane! Otherwise—"

Cassius erupted in a thunderous roar, his whole body shimring with golden light, endless power of laws spreading from him, enveloping the surrounding space.
