Jinzaburo blinked. If the Third Mizukage was so strong, why did the old fossils of his clan still insist on wanting to rebel? Immunity to physical attacks... how on earth could the Shikotsumyaku stand up to him?
And on top of that in Kirigakure! Surrounded by water on all sides... that only gives him more of an advantage.
