In No. 7's account, there were originally two worlds, one of which had monsters and demon hunters, while the other was a familiar world of common knowledge.
Assuming the common knowledge world didn't have any supernatural powers, it might not have "souls" as a supernatural entity, let alone a planetary natural will birthed from souls of all living beings precipitating into the Earth's core.
Moreover, the worldview of the abnormal world might not have been a planetary one before the fusion. It could have been the sky-round-earth-square worldview, or maybe, like in Indian mythology, the world is carried on the back of a supermassive turtle... I know this imagination might be too whimsical, but since it hosts such powerful Impermanence, if it were the sa place as Earth, it might not make sense.
And in such a world, the concept of planetary natural will might not necessarily exist.
