Upon hearing Calvert's words, there was a commotion below. Many people began discussing it. It was evident that this action was taken to monitor their every move and, to so extent, restrict their freedom.

Especially with the original crew from Dawn City managing them, it made them uncomfortable. However, they had no choice. Even if they harbored a lot of dissatisfaction, they could only obey the other side's arrangents.

anwhile, Calvert spoke again, "The forr leaders, captains, and mbers of the Sky Alliance, like everyone else, will be treated equally!"

This statent caused a stir. "Shut up! All of you, remain quiet!" Calvert shouted, and instantly, the tumultuous crowd fell silent.

Subsequently, soone led everyone into Dawn City and into the prepared rooms. As they left, Calvert cast a deep glance at Duncan, the forr leader of the Sky Alliance.

Not long after, Calvert reported the situation here to Waldo. Upon hearing it, Waldo rely snorted, "This Duncan is smarter than I imagined. But clever people are also more dangerous. Have your people closely monitor his actions. If there's any sign of trouble, notify imdiately!"

"Understood!"

Since the Sky Alliance entered Dawn City, the city beca livelier. Due to the significant increase in population, all sorts of factories in Dawn City began running.

In order to improve the quality of the soldiers, Waldo also requested Silva to train this group of people. After all, Dawn City had a huge training ground, and training ten thousand people at a ti was not an issue. The sounds of training could be heard from morning till night every day.

In addition to training, to enhance their combat capabilities, Waldo even arranged groups of people to go to the snowy plains and engage in combat with snow beasts at regular intervals.

They had to be supervised and follow orders from Dawn City in terms of clothing, food, shelter, and transportation, just like all the other survivors.

This treatnt, which equated them with ordinary survivors, was difficult for them to accept, given their previously elevated and esteed status. However, they did not dare openly oppose Waldo's decision. After all, Waldo's strength far surpassed theirs, and he was known for his ruthlessness in action.

They had truly angered Waldo, and they feared for their lives. However, although they didn't dare show any overt actions, they were not peaceful in the shadows.

In a private room, eight individuals gathered. These eight individuals were all forr controllers and leaders of Noah's Ark, including Duncan, the leader of the Sky Alliance, and two other controllers.

Previously, they were significant figures who controlled the destinies of others. However, upon arriving in Dawn City, their status had plumted.

They received the sa treatnt in all aspects as ordinary survivors, and many tis they were forced to do labor in factories or hunt snow beasts. Their resentnt grew day by day.

Finally, on this day, they gathered unnoticed to conspire. The Sky Alliance had three mbers, the Red Moon Alliance had three mbers, and the Great Wind Alliance had two participants.

Duncan spoke, "Currently, the situation is still favorable for us. Many people are discontented with Waldo, but most are afraid to voice it."

The leader of the Red Moon Alliance nodded, "That's true. Many of my people have complained to multiple tis. Unfortunately, I had no choice at the ti but to reassure them and tell them that when under soone else's roof, we have to lower our heads. In reality, I am quite dissatisfied as well. It's just too stifling. We must resist!"

The leader of the Wind Alliance pondered, "Relying solely on us won't be enough. To change the situation, we need a good plan."

With these words, the others all nodded in agreent. They were well aware that their eight combined powers were insufficient to alter the overall situation. Waldo could easily suppress them alone.

In fact, the best course of action would be to assassinate Waldo. If Waldo were to die, they could then rally and take control of the entire Dawn City. However, they understood that this thod was sowhat unrealistic.

Duncan let out a bitter laugh. He was very self-aware.

"Assassinate Waldo? It's next to impossible! Waldo has been freely slaughtering controllers and rulers since the Oceanic Era. Let alone now," Duncan continued. "With Waldo's current strength, even if our numbers doubled and we exhausted all our ans, it would be very difficult to harm him. Others might be a different story, including Lees, the second-ranked on the global power rankings.

But this is Waldo; we don't stand a chance."

"Waldo's strength has long surpassed everyone, unmatched in the world. He's like an insurmountable Franklin, looming in everyone's hearts, causing an endless amount of pressure. That's also why, after coming to Dawn City, we've been behaving and not daring to cause trouble."

"What thod? Spit it out. No more beating around the bush!" urged the others. "If this doesn't work, we might have to continue lying low and wait for the right opportunity."

Though they didn't hold much hope, having a new direction was better than having none at all. What if this one had potential?

Upon hearing this, Greer calmly said, "Don't worry, listen to carefully. I've thought about this for a long ti."

"As we all know, Waldo's strength is overwhelming. A direct confrontation will surely end in defeat for us. So instead of thinking about how to deal with Waldo, let's change our approach. We should propose co-governing Dawn City with Waldo."

With these words, the expressions of the others shifted slightly, showing confusion. Co-govern Dawn City with Waldo? Would Waldo agree to that? Wouldn't he just eliminate them directly?

Soon, soone spoke up, wanting to directly reject this idea. "This is absurd! It's even more impractical than assassinating Waldo!"
