Tatsuya Hikawa is one of the Tōhōshinki who was a student at Lowe Class Building, a delinquent for sure.
He is the son of the head of the "Hikawa Group", a financial zaibatsu, a third-year student and the second mber of the Tōhōshinki. Using money to solve his problems, he bribes friends and enemies into his employnt, often turning the tables on dissident challengers by co-opting the latter's own friends against them.
Hikawa seems to be a tall student who wears his hair in an Elvis Presley- style pompadour reminiscent of a Japanese delinquent and usually wears a Hawaiian shirt and colored sunglasses.
