And the FBI is responsible for dostic intelligence and all operations, but has no authority in foreign intelligence and operations.
Neither agency can overstep their responsibilities without the permission of Congress or the President.
And now, this operation was clearly planned by The Big Three Groups. If the CIA dared intervene with a rescue, The Big Three might spin it into an overstep of authority issue for the CIA.

“Director Yadokun, I’m David from the Internal Revenue Service.”

Yadokun’s drowsiness disappeared instantly, and he climbed out of bed, his expression turning puzzled.
What could Inspector David possibly want with a phone call in the dead of night?
Could it be related to the Congressional issue?
Yet, as the Acting Director of the FBI, he had no jurisdiction over Congress!
With a mix of confusion and trepidation, Yadokun asked, “Inspector David, why do you call at such a late hour?”
“I apologize for the late disturbance, Director Yadokun. The thing is, there’s a rit I’d like to offer to the FBI, are you interested?”

Within an instant, Yadokun had figured out the intricacies and imdiately responded, “These people daring to target senators’ relatives must be extremists. However, dealing with these individuals isn’t quite appropriate for our FBI; I think it should be handled by the CTU instead!”

Yadokun’s intention was simple: toss the hot potato to another departnt to protect himself first!

“Director Yadokun, given the magnitude of this case, I fear CTU might not be able to handle it. As the FBI is one of Arica’s heavyweight law enforcent agencies with clear responsibilities in counter-terrorism and cri fighting, there’s nobody better suited to handle this than you!”
