In essence, the treaty stated that the land within a five million square kiloter radius centered on Qingshi Town, the birthplace of the mysterious land of the Emperor of Heaven, would beco an autonomous nation for the people of Earth and Blue Star, nad the "Maple Harmony United Nation".

It signified that many states were united to form one nation, united as one. These states, of course, would naturally be managed by the various nations of Earth and Blue Star.
The natives of the Mountain and Sea Realm and the Maple Harmony United Nation would mutually respect each other’s territory, not invade, not interfere in internal affairs, be equal and mutually beneficial, and coexist peacefully and so on.
The Mountain and Sea Realm was so vast that five million square kiloters was actually quite trivial.
