"Fourth Bureau..." Commander muttered the words with a sigh. "If it weren't for Ye Lingfeng and Zhouzhou, the Fourth Bureau could've cycled through several batches of people over the past decade."

The Fourth Bureau was responsible for the most dangerous missions. Before each mission, everyone had to write their will and prepare for the worst. It wasn't pessimism—it was just the reality.
