"Transporting by helicopter takes ti, so this issue must be reported imdiately!"
As leadership listened, they began to scrutinize the surrounding situation, their expressions growing solemn.
This landslide in Chongqing was the largest in its history. He ca from a criminal investigation background, not a rescue professional, and unexpectedly, there were such urgent secondary disasters here.
"Comrade Fang Huai, your information is very tily! Mayor Wang has already left the city at five o’clock and should arrive soon! Director Fu should be arriving soon as well. I will pass on your suggestions to them!"
Director Fu, known to Fang Huai as the Corps Captain of the Chongqing Fire Brigade and also serving as the deputy director of the City Public Security Bureau.
Fang Huai also realized that this man was not an expert in rescue operations, so he gestured towards a nearby farmhouse:
"Why don’t you go over there and have a look? Those houses over there are relatively safe! I believe they could serve as the Command Center! Our Squadron is a national pilot of professionalized rescue under the Firefighting forces, please trust us with the scene arrangents here! If there is any situation, I will report to you imdiately!"
This was nearly the sa as saying, "Director, why don’t you take a rest," but it added a step of "please trust us" and "I will report any situation."
The Director really wanted to ask what rank Fang Huai held.
However, since he didn’t understand much about rescue and had arrived too quickly, with his expert team not yet arrived, he felt quite awkward standing there watching Fang Huai giving orders. So he accepted the step with a forced laugh.
"Alright! Comrade Fang Huai, then we’ll leave it to you! We’re going to have a look!"
Fang Huai snapped to attention and saluted.
"Yes, please rest assured, leadership!"
...
Daylight gradually faded.
The news was both good and bad.
The search on the outskirts was effective; under a large wooden plank next to a buried house, two severely injured unconscious people were found and imdiately transported by helicopter to the awaiting ambulances at the road entrance. As the helicopter arrived there, Fang Huai could hear the excited shouts of the villagers from hundreds of ters away.
If two are alive, that is hope!
But in that house, four had died.
They had been holding hands, probably trying to escape together but failed to get out.
That those two survived was sheer luck, caught right between the gap created by two large wooden planks leaning against each other.
The entire rescue force of Chongqing was converging here, and more and more people were arriving, the scale gradually reaching thousands.
First, there were the county governnt and local People’s Ard Police.
Then ca Firefighting forces from neighboring areas to provide support.
The Ard Police Hydroelectric Forces also arrived.
Fang Huai arranged for helicopters that had refueled to make trips bringing them here, then had the Squadron mbers lead them and assign tasks.
Actually, the first reaction of everyone who arrived was to ask where the command center and leadership were.
But the leading officers who went to that farmhouse received orders from the highest local authority, the Director of the City Bureau: Work according to the onsite Commander appointed by him.
Fang Huai’s role as the onsite Commander was appointed by the Director, hence the front and rear field operations being well organized were thus arranged orderly by the bureau.
And Fang Huai didn’t disappoint the leadership, organizing searches while clearing the uneven high ground nearby to form platforms for placing equipnt and tents. Hot als were brought out from the farmhouse, generators were turned on, bright floodlights illuminated the entire valley, and everyone was organized into groups, gradually transforming this into a well-supported rescue site.
Fang Huai stood on a high spot above the floodlights, using a gaphone to issue orders below:
"Safety Officer! Keep an eye on any changes in the mountain fissures at all tis with the strong flashlight!"
"Response Group! Has the geological expert from the city arrived yet?"
"Communications Group, find out when the explosives and blasters will arrive!"
The soldiers of the Second Squadron each took on a leader’s role, thrilled at heart.
It still had to be our Captain Fang! Taking command of so many units during Chongqing’s rescue!
A leader wherever he went!
But as the disaster grew, the arriving leaders gradually escalated.
The real leadership had arrived.
"Commander Fang! The mayor is already at the outer road entrance; have Director’s police helicopter go out to pick him up!"
Fang Huai glanced at his watch, 7:40.
The golden hour for rescue had passed by five hours already.
After a mont’s reflection, he said:
"Get Straight 8 to pick up the mayor!"
