Docuntation alone will not arouse much interest among leaders.
Especially with such voluminous material, countless thick docunts like these land on leaders’ desks every day, waiting for signatures.
Leaders don’t generally read these materials page by page, but rather flip back and forth.
In this day and age, there are quite a few paper docunts, and the usual approach for leaders is to first check the title and table of contents, then briefly skim the parts they find interesting to decide how much ti to devote to the material.
If it’s a good piece, they might flip through other sections to decide whether to invest more ti.
A docunt that can engage a leader for more than ten minutes is actually not far from being signed.
It is not scoffed at; at least the content is not a problem.
Either they will circle a few items, instructing their assistant to take the material back and ask the proposer to rephrase and add/modify XX content.
Or they will keep it, waiting for the eting.
Or they will sign with an "Agree, forward/request XX departnt for review/approval."
Fang Huai, who had a deep understanding of this process and had read psychology, was silently calculating the number of tis and the duration for which Director Chen flipped through the stack of docunts in front of him.
One minute had passed.
Three minutes had gone by.
At the four-minute mark, Director Chen furrowed his brow, looked up, his eyes shifted to the upper right, blinked, indicating he was recalling sothing.
After a long mont, he looked at the material in his hand again and smiled.
Perhaps he found so knowledge he had that matched with so aspects of the plan.
A person’s judgnt of the quality of content is related to their own knowledge. The best content is undoubtedly that which resonates with one’s own knowledge but also transcends and supplents what they do not know.
Director Chen’s looking up to rember undoubtedly found the part that fit his knowledge, and the smile was a sign that he found the part that supplented his knowledge.
"Hmm, the preparation is indeed very detailed."
Director Chen did not directly express his opinion on the quality, but while talking, he flipped through the material one last ti, searching for parts to check and fill in. A leader’s summary should not be rely a "good" rating; they must show their level of expertise surpassing the docunt.
But this duration and those words had sufficiently made the other leaders at the side realize "the director is fairly satisfied with this docunt."
Fang Huai felt a wave of relief in his heart.
He had prepared to bypass the bureaucracy and cooperate locally to implent the plan, but with the endorsent of a leader, even if only nominal spiritual affirmation, the ease of getting things done would undoubtedly rise several levels.
Director Chen looked again at one of the pages,
"The thinking behind this plan is good, but the practical operation is quite difficult. Also, this professional brigade has been around for a long ti, and this "Firefighting Law"... the newly revised Fire Protection Law, are you familiar with it?"
Fang Huai promptly replied, "Report to the Director! The eighth draft has been published on the bureau’s website. As it has been published, it should be close to the final version. This plan also refers to the new powers granted to the firefighting by the new ’Fire Protection Law,’ otherwise this plan would be like building a skyscraper from the ground up."
"Hmm...
Director Chen nodded in satisfaction.
Indeed.

"If you’re inford, then let tell you that in this revision of the Fire Protection Law, the Internal Affairs Committee has fully considered the legal status of contract professional firefighters.
The governnt has adopted a thod of using governnt funds to purchase public services, establishing a professional firefighting force based on contracts that do not account for administrative staffing. Therefore, the section on joint efforts in your plan will soon have relevant law to guide the coordination of governnt professional firefighters."
Director Chen provided corrections based on the information he had, and Fang Huai nodded understandingly.
"Oh... Got it, Director."
Director Chen, having made his superior assessnt, praised, "However, your material is quite valuable; we’ll need to study it thoroughly."
He then passed the docunt to the other leaders at his side to review. After that, with a smile of encouragent, he said,
"If there’s anything else you want to say, go ahead."
Fang Huai continued,
"Director, I don’t know if the final version will further deepen the guidance of fire protection for enterprises and clarify the firefighting responsibilities of different entities, as well as whether it will strengthen guidance on rescue and disaster relief works. Part of this plan also anticipates the future ’Firefighting Law.’
Of course, to accomplish this plan, legislation is not necessarily required; as long as the local governnt is cooperative, it is definitely feasible."
Fang Huai of course knew what the final version of the Fire Protection Law was.
He even knew the content of the revisions from 2019 and 2021.
In fact, the final version of the Fire Protection Law was not so clearly written in this part; it rely stated, "Implent according to national standards, based on the needs of fire prevention, the state firefighting forces shall guide local governnt firefighting forces and can be mobilized for firefighting efforts."
What about rescue and disaster relief?
What about other complex disasters?
With so many tasks for firefighting, the local governnt firefighting forces as a supplent cannot just fill in for fires!
And so of the contents in his plan regarding social supervision were actually not referring to the 2008 Fire Protection Law, but to the 2021 version after restructuring.
